Statement of Work Training for Tribal Clean Water Act-Section 106
Programs Overview Twenty-three of the twenty-seven Indian tribes
located within EPA- Region 8 currently receive EPA funding to support
water quality monitoring programs on the reservations. Of these
twenty-three tribal programs, approximately twelve are relatively new
programs (less than three years old) and much of the data and
information collected by the other tribes with more established
programs has not be sufficiently analyzed or assessed. In addition, the
programs are also affected by high staff turnover rates -- an issue not
uncommon throughout Indian Country. The purpose of this project is to
help address the common needs that exist with tribal water quality
programs by offering training on physical habitat assessment. The
primary water quality problems on tribal lands are related to non-point
source pollution, in particular, sediment. However, methodologies for
quantitatively monitoring stream physical condition have recently been
developed. This workshop will demonstrate these methodologies and will
serve as either a refresher or an introduction course and will benefit
tribal programs at any level. The overall goal of this project is to
move tribal water monitoring programs forward in assessing water
quality conditions on the reservation and in establishing sustainable
long-term monitoring programs. The contractor selected must have
knowledge of monitoring programs under section 106 of the Clean Water
Act and experience with developing and conducting water quality
workshops including writing and producing training documents to
supplement the workshops. The contractor selected should have
experience working with Indian tribes. This workshop will cover the
following topics: Physical Habitat Protocols and Assessments: training
will cover a range of approaches for conducting habitat assessments in
the field. Deliverables: The workshops will be held according to the
following schedule and will provide the specified deliverables:
Physical Habitat Workshop Timeline: Spring 2000 Workshop Design: Three
day workshop for approximately 50 participants to be held on a
reservation in South Dakota. Contractor must travel to workshop site
and is responsible for all training arrangements including training
room, materials, and equipment. All arrangements must be made 45 days
in advance of the workshop. Course content will include both field and
classroom component and will cover: qualitative and quantitative
methods for assessing habitat conditions, such as sedimentation,
erosion, width to depth ratios, pebble counts, sinousity, riparian
conditions, and channel characterization. Workshop design must be
"hands-on" and interactive. Course Materials will include: Individual
notebooks that encompass course content (see above) for entire
training. Worksheets as appropriate for entire training Slide and
overheads creation and design All course materials must be completed 60
days prior to workshop for review and approval by EPA. Other
Deliverables: Training of trainers packet (i.e., workshop agenda,
speakers notes) that encompass course content (see above) for entire
training must be completed 30 days prior to the workshop for review and
