negotiate on an Other Than Full and Open Competition basis with the
American Registry of Pathology (ARP), 14th St & Alaska Ave.,
Washington, DC 20012, for scientific and technical support at the Armed
Forces Institute of Pathology, Washington, DC. Justification:
Authorized or required by statute. Title 10, United States Code,
Section 176, authorizes the Armed Forces Institute of Pathology (AFIP)
to contract with the American Registry of Pathology (ARP) for
cooperative enterprises in medical research, consultation, and
education between the AFIP and the civilian medical profession under
such conditions as may be agreed upon between the AFIP Board of
Governors and the American Registry of Pathology. The AFIP has a three
fold mission -- consultation, education, and research. The AFIP has
the responsibility to maintain a central laboratory of pathology for
consultation and diagnosis of pathologic tissue for the DoD, other
Federal agencies, and civilian pathologists; conduct experimental,
statistics, and morphological research in pathology; provide
instruction in advanced pathology and related subjects to medical,
dental, and veterinary personnel; train enlisted personnel of the Armed
Forces in histopathology and related techniques; prepare teaching aids;
load pathologic, photographic, and other educational material to other
Federal agencies and qualified individuals; maintain medical
illustration services; maintain the National Museum for Health and
Medicine of the AFIP. In carrying out the provisions of Public Law
94-361, 94th Congress, H.R. 12438, AFIP is authorized to contract with
ARP for the provision of such services and personnel as may be
necessary to carry out their cooperative enterprises. These services
may include but are not limited to the following: To provide board
certified specially trained pathologists with extensive experience in
pathology, diagnosis, education and research to render diagnosis on
cases submitted from private and public sources and to develop
materials for AFIP/ARP sponsored graduate medical education. To provide
technical services and research assistants and molecular biologists in
support of the development of an in situ hybridization laboratory for
the identification of human immunodeficiency virus (HIV) in tissue
sections. To establish a diagnostic cytopathology service for
interpretation of papanicolaou smears furnished by the USAF as overflow
from the USAF cytocenter. To provide professional and technical
services in support of molecular biology and biochemical methods for
the diagnosis and characterization of infectious and malignant
diseases. To provide graduate and continuing medical education courses
in the field of radiology, develop educational materials and provide
consultation in the diagnosis of radiology cases. To provide expert,
specialized and non-professional knowledge of a wide variety of
techniques and metholodologies in the field of histopathology. To
provide biostatistical, epidemiologic and grant development support to
AFIP professional staff members conducting pathologic research. To
provide technical, professional, administrative and clerical support to
the DNA Identification Registry. To provide assistance in Armed Forces
DNA Identification Laboratory (AFDIL) technical maintenance and
development, scientific program development educational efforts
investigative studies on tissue identification and DNA typing
technology laboratory research and service casework. To coordinate DNA
specimen collections from all military services and other
participating governmental and civilian groups with the DNA Repository
storage to ensure an efficient and response to DoD DNA Registry
Program operation. To provide technical support for the writing,
editing, printing, and publishing of fascicles of tumor pathology,
atlases, and other material. ARP shall serve as a focus for the
interchange between military and civilian pathology and shall encourage
the participation of medical, dental, and veterinary sciences in
pathology for the mutual benefit of military and civilian medicine. The
Government anticipates the awarding of multiple awards for the various
laboratories within AFIP. Period of performance shall be for a base
year and four one-year option periods, if exercised by the Government.
