Statement of Work Consultation for Tribal Clean Water Act-Section 106 Programs Overview Twenty-three of the twenty-seven Indian tribes located within EPA- Region 8 currently receive EPA funding to support water quality monitoring programs on the reservations. Of these twenty-three tribal programs, approximately twelve are relatively new programs (less than three years old) and much of the data and information collected by the other tribes with more established programs has not be sufficiently analyzed or assessed. In addition, the programs are also affected by high staff turnover rates -- an issue not uncommon throughout Indian Country. The overall goal of this project is to move tribal water monitoring programs forward in assessing water quality conditions on the reservation and in establishing sustainable long-term monitoring programs. The contractor must be skilled in providing on-site technical assistance and consultation to a predetermined number of individual tribes. EPA will prioritize and make the selection for on-site assistance. The contractor selected should have experience working with Indian tribes. Deliverables: The on-site consultations will be held according to the following schedule and will provide the specified deliverables. 1. Consultation/on-site technical assistance for monitoring design: Contractor will provide additional assistance with the development of monitoring strategies for five tribes with relatively new water quality programs. This on-site consultation will help finalize the individual tribe's sampling and analysis plan and will review and evaluate current tribal monitoring strategies. 2. Consultation/on-site technical assistance for data analysis: Contractor will provide additional assistance with data analysis for five tribes with water quality programs that have been in existence for more than three years. Consultation will include generating a summary report of existing water quality conditions on the reservation. Timeline: On-Site Consultation/Technical Assistance will take place March 2000 -- September, 2001. Travel: Contractor must be prepared to travel for four workshops and ten on-site consultations within the six state Region: Colorado, Utah, North Dakota, South Dakota, Wyoming and Montana.
