The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), Division of Program Development, Special Populations and Programs, Special Programs Development Branch plans to award a sole source simplified acquisition to Kenneth A. Dodge, Ph.D., Professor of Public Policy, Duke University, Durham, North Carolina. The contractor has access to the Fast Track site which is critical to this procurement. The contractor shall provide information needed to determine the extent to which the Fast Track intervention reduces expenditures on mental health services. The contractor shall also collect information on mental health service utilization, evaluate the effects of intervention and develop a final report. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation will be issued. A determination by the government not to compete this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
