The Center for Mental Health Services/SAMHSA through the Program Support Center, General Acquisitions Branch, has a requirement to conduct an evaluation of the first 20 Phase I Community Action Grantees funded under "Guidance for Applicants No. SM 97-002," and to develop a report that describes major issues, barriers, strategies to overcome barriers, lessons learned, and all findings that contributed to consensus among key stakeholders. In performing the evaluation, the contractor shall 1) develop an analytic model by which to objectively assess successful achievement of consensus, 2) analyze the data collected using both qualitative and quantitative methods, as applicable, and 3) describe the system components that contribute most of the successful achievement of consensus. The period of performance shall be six months from the start date of the purchase order. This acquisition shall be made utilizing Simplified Acquisition Procedures and is 100% set-aside for small business. All requests for the RFQ must be in writing, Attn: Deloris Agee.
