SYNOPSIS SOLICITATION for commercial sercies prepared in accordance
with information in FAR subpart 12.6 as supplemented with the
additional information included in this notice. This announcement
consititues the only solicitation. PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED.(ii) Solicitation number is
99WRSS0019, and is issued as a Request for Proposal (RFP). (iii) This
solicitation documents and incorporates provisions and clauses in
effect though Federal Acquisition Circular 97-11 (iv) The standard
Industrial Classification (SIC) code is 9999, with a small business
size standard of $5.0 Million. This procurement is restricted to small
business set-a-side and is being advertised as such. (v) The
anticipated ocntract term is a 12-month Base yeqr beginning 1 Oct 99 --
30 Sep 00, plus four option option years. A single contract award is
planned subject to the availability of funds. Line Items 0001:
Janitorial services in accordance with Performance Work Statement
attached, for base year. Line item 0002: Description:Same as Line item
0001 for option year One (1 Oct 00 -- 30 Sep 01). Line item 0003:
Description: Same as Line item 0001 for option year Two (1 Oct 01 -- 30
Sep 02). Line item 0004 Description: Same as Line item 0001 for option
year Three ( 1 Oct 02 -- 30 Sep 03). Line item 0005 Description: Same
as Line item 0001 for option year Four ( 1 Oct 03 -- 30 Sep 04).
Performance Work Statement as follows: Performance Based Statement of
Work I. General Information A. Introduction The Columbia River Research
Laboratory requires janitorial services to provide cleaning throughout
the facility encompassing all offices, lavatories, laboratories, high
traffic areas in the main building (19,658 square feet) and external
laboratory (2,550 square feet). B. Background Although previous
contracts have been awarded to non-bonded and non-insured Contractors
on a yearly basis, this contract will be solicited with bonded and
insured contractors to awarda five year contract consisting of one base
year and four option years. Upon satisfactory performance, the
Government has the option to renew the contract on an annual basis for
up to four years following the base year. II. Work Requirements A.
Technical Requirements 1. Service Requirements. a. Waste Removal Waste
receptacles and containers will be free of waste and waste will be
deposited in the building owner=s dumpster. Waste receptacles will be
re-lined with plastic lining. b. Lavatories All basins and commodes
will be sanitized and walls and mirrors free of streaks and splatters.
Floors will be vacuumed, mopped and sanitized to produce high gloss
appearance. Exhaust vents will be vacuumed and free of lint. Spiderwebs
will be removed. Paper products, soap dispensers and deoderizing sprays
will be refilled and extra supply maintained in each of the lavatories.
c. Lunchroom Sinks, counters, and tables will be sanitized. d. High
Traffic Areas Definition of High Traffic Area (HTA): Conference rooms
(2), hallways, stairwells, library, copier/mail room, lobby, first
floor administration and director=s offices. HTA floors will be
vacuumed, and ledges and surfaces will be dusted and free of dust. e.
Laboratories (5) Laboratories will be vacuumed and mopped to produce
high gloss appearance. f. All Offices and HTAs Floors will be vacuumed
and free of debris. Where applicable, floors will be mopped to produce
high gloss appearance. Woodwork and walls will be spot cleaned and free
from smudges and spillage. Partitions, ledges, and surfaces will be
dusted and free of debris. Blinds will be dusted and free of dust.
Spiderwebs will be removed. g. Lavatories, Lunchroom, HTAs,
Laboratories, and All Offices All carpeted flooring will be vacuumed
and shampooed to remove dirt and stains. All hard surface flooring will
be stripped of wax and new wax applied to produce high gloss
appearance. Suspended light fixtures will be dusted and free of
accumulated dust. h. Windows All interior and external windows of the
main building will be cleaned and made free of dirt and streaks.
Statement of work does not include: Picking up clutter (i.e., pop cans,
bicycles, papers, brief cases, boxes, etc.) left on floors prior to
vacuuming. Removing glass or hazardous waste, and cleaning sinks and
counters in the Laboratories. Cleaning individual desk tops and/or
computer hutches. Any other personal service. 2. Acceptance criteria.
The Government will accept: a. Lined waste receptacles, free of litter
and garbage b. Sanitized lavatories, with splatter-free vertical
surfaces, and debris- free horizontal surfaces; refilled dispensers and
extra supplies; high-gloss floors. c. Sanitized lunchroom sinks,
counters, and tables. d. HTAs floors which are free of floor of dust
and debris, and horiztonal surfaces free of dust accumulations. e.
Laboratory flooring with high gloss appearance which is free of dust
and debris. f. Offices and HTAs vertical and horizontal surfaces which
are free from dust and debris, or smudges and spills, and floors with
a high gloss appearance. g. Newly waxed floors which are dirt- and
stain-free carpeting, and suspended light fixtures that are free of
accumulated dust. h. Clean exterior windows which are free from dirt
and streaks. B. Deliverables. 1. Quality of Work Product a. The
contractor will provide the Service Requirements from Section II.A on
the following basis: (a) through (d) weekly (e) and (f) monthly, and
(g) and (h) semi-annually. 2. Inspection dates a. The Government will
inspect the next week day immediately following the Contractor=s
performance of services on the following basis: (a) through (d) weekly
(e) and (f) monthly, and (g) and (h) semi-annually. b. Upon a failed
inspection, the Government will immediately notify the Contractor with
complete details of the deficiency. The Contractor will have the
following time periods to remedy the deficiency: (a) through (d) three
days (e) and (f) seven days, and (g) and (h) fourteen days. III.
Supporting Information A. Place of Performance The USGS facility at
5501-A Cook Underwood Road, Cook, WA. B. Period of Performance Base
Year: October 1, 1999 through September 30, 2000. Option Year 1:October
1, 2000 through September 30, 2001 Option Year 2:October 1, 2001
through September 30, 2002 Option Year 3:October 1, 2002 through
September 30, 2003 Option Year 4:October 1, 2003 through September 30,
2004 C. Government Furnished Property 1. Equipment -- None 2. Supplies
-- As follows: Plastic Waste Liners Toilet Paper Deodorizing Spray
Paper Towels Liquid Soap Contractor must place an order with an
assigned Government respresentative for additional supplies two weeks
prior to need. D. Special Considerations. 1. Key personnel
qualifications a. Contractor must have one or more years of janitorial
experience. 2. Security/Privacy Issues a. Contractor(s) must be bonded
and insured. b. Contractor(s) must safeguard keys and ensure all
facility doors are locked upon exiting the building. c. Contractor(s)
must ensure file cabinets, drawers and other spaces are not entered. 3.
Contractor(s) must speak and understand English. 4. Contractor(s) must
be able to interpret verbal and written technical direction. 5.
Contractor(s) must demonstrate the ability to provide adequate
equipment necessary to perform E. Evaluation Criteria 1. Professional
service record (references) 2. Number of years of professional service
3. Response time to emergency calls 4. Ability to receive monthly
payments, in arrears, through the Automated Clearing House, via
Electronic Funds Transfer, to the Contractor's choice of financial
institution 5. Price Reasonableness Clauses and Provisions FAR clause
52.212-1 "Instructions to Offerors -- Commercial" is hereby included by
reference. Offerors are advised that awards may be made without
discussions. Award will be made to the responsible offeror whose
propsal is responsive to the terms of this solicitation and is the most
advantageous to the government. (vi) All of the following clauses can
