This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is DAAH1799Q0162 and will be issued as a Request for Quotation. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 97-13. The Standard Industrial Classification is 7371 and the small business size standard is $18 million. Provide all necessary material and labor to upgrade the Computer/Manager control system of the ASRS-PLUS located in Bldg 370, Letterkenny Army Depot, Chambersburg, PA 17201. CLIN 0001 Provide all hardware/software to upgrade the existing ASRS-PLUS Control System, Bldg 370, with new state-of-the-art hardware/software including all materials and labor for Hardware, Software, Engineering, Installation and Testing. CLIN 0002 Provide Training for LEAD personnel IAW Section 6 of the Performance Specifications. CLIN 0003 Provide Documentation IAW Section 8 Deliverables and Performance Specifications. CLIN 0004 Option(s), in addition to CLIN 0001, IAW Para 1.14 of Performance Specification. These option(s) shall be priced separately and contain advantages and disadvantages for each option: CLIN 0004AA Use Bldg 350 ASRS Control System to operate Bldg 370 ASRS-PLUS System. CLIN 0004AB Use of Fiber Optics to communicate to and from host computer. CLIN 0004AC Provide upgrade system software in "C" format or supplier equal compatible with 350 ASRS System software. 0004AD Use of Windows NT or similar software options to improve ASRS-PLUS Upgrade, system operations, throughput and response time. CLIN 0004AE Use of "touch screen" terminals for all locations in computer room, material processing and shop cost centers communicating with MSFS (host). CLIN 0004AF Upgrade/ replace the LXE communication system, from manager to sideloaders, two (2) each; forklifts swing reach, two (2) each; for oversize storage operations. CLIN 0004AG Any other contractor option(s) that will provide state-of-the-art system operations and improve system throughput and response time; offerors shall identify the option and provide pricing for each of the option(s) proposed. NOTE: In the event pricing of the options within CLIN 0004 alters the pricing of CLINs 0001, 0002 and/or 0003, offerors shall state the alternate pricing separately. All items are to be priced as a lump sum per CLIN. The Government reserves the right to award any combination of the CLINs listed. Only one Contractor will be selected for award. All responsible offerors may submit a proposal which will be considered. Only written requests for the solicitation package will be accepted and may be datafaxed to (717) 267-9834. Delivery of system components will be FOB Destination to the ASRS-PLUS System, Bldg 370, Letterkenny Army Depot, Chambersburg, PA 17201. Completion of all project requirements will be within 180 days of contract award. A pre-proposal conference is scheduled for 9:00 AM Eastern Time on 11 August 1999, at Building 370, Letterkenny Army Depot. Attendance at this conference is MANDATORY for consideration of offer. FAR 52.212-1 and 52.212-2 are applicable to this acquisition. Proposals will be evaluated against Best Value criteria consisting of price and other factors, i.e., technical capabilities of offeror, technical compliance with specification requirements, quality, warranty, past performance, etc. Proposals will be evaluated utilizing technical proposals submitted in response to this synopsis/solicitation. Addendums to FAR 52.212-1 and FAR 52.212-2 will be provided with the specifications. Offerors must include a completed copy of FAR 52.212-3(ALT III) with their quotation. FAR 52.212-4 and 52.212-5 are applicable to this acquisition. The following clauses cited in FAR 52.212-5 are also applicable: 52.203-6 ALT I, 52.219-8, 52.219-4, 52.219-23 ALT I, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-9, 52.232-33, and 52.239-1. In accordance with the Debt Collection Improvement Act of 1996 and DFARS 204.7303, Central Contractor Registration Policy, all prospective contractors must be registered in the CCR database prior to award of a contract. Quotations may be submitted on Standard Form 1449. The Defense Priorities and Allocations System rating is DOC9E. The due date and time for receipt of proposals is 4:00 PM, Eastern Time, 31 August 1999, at the Directorate of Contracting, ATTN SIOLE-KOP, Bldg. 421S, Carmine Unger, Letterkenny Army Depot, Chambersburg, PA 17201-4152. Each quotation must contain the name, address, and telephone number of the offeror as well as any discount terms and remit to address. If not submitted utilizing SF 1449, offer must include a statement specifying the intent of agreement with all terms and conditions of this solicitation. Any quotations that reject the terms and conditions of this solicitation or do not include the certifications and representations contained in FAR 52.212-3 may be excluded from consideration. All offerors must hold their prices firm for 60 calendar days from the due date specified for receipt of quotations. Any amendments issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. Any quotations or modifications to quotations received after the specified due date for receipt of quotations will not be considered. The Government may make an award with or without discussions with offerors. The offeror's initial proposal should contain the offeror's best terms. A written notice of contract award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the specified expiration date of an offer, the Government may accept that offer unless a written notice of withdrawal is received prior to award. Offerors shall specify business size and classification as required by FAR 52.212-3.
