Administration (NOAA) requires a passive cavity aerosol spectrometer
probe to be mounted on the outside of an aircraft designed to measure
particle size spectra for aerosol particles from 0.1 to 3.0 microns in
diameter. This instrument must fit in a standard Particle Measuring
System (PMS) canister, roughly 7 inches in diameter and 31 inches long.
It must weigh less than 50 pounds. Power requirements are 115 V ac
50-60 Hz 1A for operation with 28 V DC 10A for the heater. It must be
able to measure particle concentrations in 15 size bins for aerosols
from 0.1 to 3.0 microns in diameter. It must be specifically designed
for airborn use, be very robust, mount on the outside of the aircraft,
and require no additional plumbing arrangement (air inlets) than that
which come standard with the probe. Interested sources proposing to
supply the instrument specified must submit a written qualification
statement clearly establishing capability to meet the above
requirements within 15 days from the date of this synopsis. The
qualification statements will be used to determine the need for
competitive bids. In the absence of other qualified sources, it is the
intent of the Government to negotiate a sole source contract under the
authority of 41 U.S.C. 253(c)(1) with Particle Measuring System Inc.,
5475 Airport Boulevard, Boulder, CO 80301 as this source is considered
to be the only responsible source and no other items will satisfy
agency requirements. This announcement is being issued under the
Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00).
