The U.S. Coast Guard Headquarters, Office of Acquisition, Office of Contract Support, General Contract Division (G-ACS-2B) intends to negotiate on a sole source basis with Barringer Instruments, Inc., 30 Technology Drive, Warren, NJ 07059 for A) Qty 47 (Base qty 7 plus Option qty 40) IONSCAN Model 400B Drug and Explosive Detector Kits (Kit includes PC Workstation with IM Software, Transportation Case, DC Remote Sampler, Drierite/Charcoal Cartridge (Qty 2), 18 month warranty, initial supply of consumables, and shipment to destination via ground transportation), and for Barringer Warranty and Maintenance Agreement to support USCG_s existing fielded IONSCAN (various Models) Drug and Explosive Detectors. The Barringer Warranty and Maintenance Agreement shall be for five years (Base plus 4 Options) and includes the following provisions: Complete Parts, shipping, and Labor (Depot Repair) repair services; Barringer Product Support Hotline (9am-5pm EST); Barringer 24x7 Help Line Pager Service for technical, training, and maintenance support; Barringer Product Support Website for Operational Assistance, Routine Maintenance, and Trouble shooting. Barringer Instrument Firmware Updates, and Upgrades; Barringer loaner replacement units, (Note: consumables are not covered by agreement) The supplies and services to be provided are proprietary, and specifications, plans and drawings are not available and cannot be furnished by the Government. The supplies and services to be provided are commercial within the meaning of FAR Part 12. Barringer Instruments, Inc, is the only known source capable of providing the required supplies and services. This statutory authority for other than full and open competition is 10 USC 2304(c)(1) Only One Responsible Source and no other supplies or services will satisfy Agency requirements.
