66 -- MEASUREMENT HARDWARE EMULATOR SOL N68335-99-R-0296 DUE 081599 POC Dawn Chartier, Code 25211DC, Mailstop B129-2, (732) 323-2933 The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Allied Signal, Aerospace Guidance and Control Systems Division to procure one preproduction unit for the Pre-Production Phase of the Consolidated Automated Support System (CASS) Measurement Hardware Emulator (MHE). The MHE will replace several measuring instruments with a measurement hardware emulator asset. Allied Signal as the sole designer, developer and integrator of the MHE is the only known firm with the unique knowledge, experience, technical data, software, test equipment and working prototype is the only known company capable of providing the MHE. The Government does not own the technical data for the MHE. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses tothis notice is solely within the discretion of the Government.
