SP0100-99-R-4064 POC Marianne Campbell, 215-737-3292 This is an
unrestricted IDTC acquisition for the procurement of 2100 pairs of Cold
Weather Petroleum handler's Glove System to be manufactured IAW
Purchase Description (PD) 99-11. Specification MIL-M-87033A does meet
the performance requirements specified in the PD; however, the PD
changes the item from a 3 finger to a 5 finger glove. Best Value Source
Selection procedures will be used in this solicitation. The following
evaluation factors are incorporated: 1) Product Demonstration Models
-Offerors will be required to submit 20 PDMs free of charge or 1 PDM
with a cost for providing 20 PDMs; 2) Past Performance; 3)
Manufacturing Plan; 4) Technical Analysis of PD Document-Offerors will
be required to perform a detailed review and analysis of all technical
data furnished by the Government; 5) Socioeconomic Considerations; 6)
DLA Mentoring and 7)Javits-Wagner-O'Day Act. For the PDMs, offerors are
encouraged to submit their commercial equivalents or samples IAW the
PD. Offerors are encouraged to provide technical data sheets and/or
specifically document items ability to performance requirements. It is
the Gov't's intention to award up to 3 Production Test contracts for
a minimum of 700 prs and a maximum of 2100 prs for the base year. The
Gov't guarantees a minimum of 700 prs for the base year (100 prs size
small; 300 prs size medium; 300 prs size large). If the Gov't awards
either 2 or 3 contracts, each contract will contain 2-one year term
options with a minimum quantity of 2000 prs and a maximum quantity of
900 prs. If the Gov't awards 1 contract, the contract will contain
2-one year term options with a minimum quantity of 4000 prs and a
maximum quantity of 18000 prs. The awarding of options are contingent
upon results of a field test survey specifically desgined to test user
serviceability, comfort and acceptance in an actual field environment.

Delivery is required 60 days after date of award. Alternate deliveries
are permitted. Offered prices will be based on FOB Destination,
Natick, MA. See numbered Notes 9 and 26. All materials used in
fabrication of the end item are to be furnished by the successful
