330-4420. The objective of this Sixty (60) month effort is to provide
the technology and technical expertise to design, develop, implement,
and maintain the Automated Virtual Information Production Support
System at NAIC and to develop, enhance, and implement national level
systems for the input, translation and retrieval of all-source
information. A Cost Plus Fixed Fee Level of Effort Contract will be
used as the contracting mechanism. A read library containing technical
information relating to this acquisition is available for review by
potential offerors at AFRL/IFEB, Building 240, Brooks Rd., Rome, NY
13441-4114. Appointments for access may be made by contacting Dennis
Nawoj, 315-330-2844 at least 48 hours in advance. The RFP will be
released electronically on the Electronic Posting System at
http://www.eps.gov no sooner than 16 Aug 99. Foreign participation is
excluded at the prime contractor level. SCI clearances will be required
for performance. An Ombudsman has been appointed to hear significant
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. Routine questions, such as
clarifications of the Statement of Work or the terms and conditions,
are not considered to be "significant concerns" and should be
communicated directly to the Contract Specialist, Joseph Louis Facciolo
315-330-4981. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Deputy Chief, Contracting
Division, at 315-330-7747. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
resolved at that level. The draft solicitation is expected to be
