NASA/GSFC plans to issue a letter solicitation requesting proposals for the fabrication and test phase (Phase II) for the Advanced Mirror System Demonstrator (AMSD). This acquisition is being conducted as a phased procurement using a progressive down-select technique between phases. Using this technique, multiple contractors will be selected for Phase II. The competition of each phase is based on the results of the previous phase. It is expected that the contractors for Phase II will be chosen from among the Phase I contractors. The Phase I contractors are: Raytheon Systems Company, Eastman Kodak Company, Ball Aerospace & Technologies Corporation, Composite Optics, Inc., and the University of Arizona. This procurement was originally synopsized on March 1, 1999 (RFO5-03279-358) and the RFO, amendments, and answers to questions for Phase I are located at this site. Present plans are for a further competition among the Phase II contractors for Phase III which may be selected by either the Government for a direct award under this procurement or a prime systems contractor with the offeror selected performing in a subcontractor role. The Government will determine the specific procurement approach for Phase III prior to the end of Phase II. A brief description of each phase follows: Phase I is for the design of mirrors which meet both the ambient base and cryogenic option requirements/goals for AMSD. Phase II is for fabricating, integrating, and testing of a mirror system which meets the AMSD requirements and is consistent with the contractor's design as developed in Phase I. The resulting Phase II contract will be cost reimbursement with a period of performance of at least 20 months. Under Phase III the contractor will produce flight demonstration petals. Notwithstanding NASA's expectation that only the previous phase contractors will be capable of successfully competing for subsequent phases, all proposals will be considered. Any responsible source, other than the current Phase I contractors specified above, may indicate its desire to submit a proposal by responding to this synopsis, in writing, no later than August 13, 1999. However, to be considered for a Phase II award, outside offerors must demonstrate a design and technology maturity equivalent to that of the previous phase contractors, such demonstration to include the Phase 1 deliverables. Failure to fully and completely demonstrate the appropriate level of design and technology maturity may render the proposal unacceptable with no further consideration for contract award. The anticipated release date of the letter solicitation for Phase II is on or about August 25, 1999. Phase III (if conducted by the Government) will be synopsized in the Commerce Business Daily (CBD) in accordance with FAR 5.201 and 5.203 unless one of the exceptions in FAR 5.202 applies. This procurement will be conducted under NASA Midrange Procurement Procedures.The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
