THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR THE PREPARATION OF A BOOK-LENGTH MANUSCRIPT, THE HISTORY OF THE GALILEO PROJECT TO JUPITER. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to make revisions and to provide clarification based on questions received in response to this solicitation. Question 1: Please provide clarification on the period of performance. This requirement will have a one (1) year period of performance. Question 2: Please provide clarification on milestone dates and their relation to payments made to the contractor. The following language is hereby deleted: "Before payments can be made, the following milestones must be met: Milestones Time After Award of Contract Conditions to be Met Cost 1 Month Progress report, outline of manuscript, research plan, and bibliography TBD 3 Months Progress report,first draft of manuscript TBD 6 Months Progress report, second (revised) draft of manuscript TBD 9 Months Progress report, final publishable manuscript TBD." The following language shall be inserted as replacement: "The final publishable manuscript shall be submitted to NASA within 1 (one) year of the purchase order start date. If desired, the Contractor must provide milestones for payment with their proposal. Before any payment can be made, the Contractor must met their proposed and accepted milestones." Question 3: What types of elements should be included in the proposal concerning conducting the research? In addition to addressing the Technical Factors, the offerors must include a firm-fixed price proposal. The offerors price must include all costs associated with the performance of this effort (including labor, overhead, travel and living expenses, etc.). Question 4: How should proposals be submitted?
