services that may consist of preparation of complete and preliminary
designs, construction drawings, specifications, cost estimates,
modification of existing standard building plans and specifications,
site adaptation of standard plan buildings, assist the USPS during
solicitation of proposals for construction, and perform optional Title
II services during construction for surveillance; shop drawing review
and approval; and preparation of as-builts for new and major repair &
alteration projects within the State of Oregon and Zip Code Area 986
in the State of Washington. Consideration will be given to firms
responding to this advertisement in accordance with the instruction in
the following order of preference: 1) within a radius of 25 miles from
Portland, OR and 2) within the State of Oregon. A-E firms will be
considered local only if their sole offices are in the specified
geographical areas or they have local branch offices and all the
architectural design, coordination, and management of the projects will
be performed in the local branch offices. There is a restriction on the
geographical location of the consultants. A/E firms submitting their
qualifications will be evaluated using the following selection
criteria: 1) A minimum staffing of six (6) is required in the prime
firm, consisting of two (2) or more architects registered in the state
of Oregon, and four (4) or more registered professionals in
electrical, mechanical, structural or civil engineering disciplines; 2)
Experience in the preparation of small building (8,500 SF and under)
construction documents; 3) Experience in site adaptation of standard
plan buildings; 4) Ability to provide high-quality services in
construction administration as the owner's representative; 5) Auto-CADD
capabilities, version 12.0 or higher; 6) Experience in the design and
construction administration of Postal projects; 7) Professional
qualifications of consultants; 8) capability and past performance; 9)
general stability of the firm, and capability of the firm to sustain
loss of key personnel without adverse effect on current work; 10)
ability to work within cost limitations; and 11) Previous owners
references. The selected A-E(s) may be awarded subsequent services over
a period of five (5) years subject to project needs of the Postal
Service and the A-E's availability of staff knowledgeable in Postal
work, firm workload, and the high quality of A-E's performance on
recent Postal projects. There is a $5,000 guaranteed contract minimum.
Firms that have the qualifications to perform the services described
above are invited to submit a completed SF 255, Architect-Engineer and
Related Services Questionnaire for Specific Projects, a completed SF
254, Architect-Engineer and Related Services Questionnaire, and a
completed SF 254 for each of its proposed consultants to the office
shown above, and received no later than 3:00 PM, September 8, 1999.
Multiple awards may be made from this solicitation. The selection will
be conducted by usingthe submitted SF 255 and the SF 254s. Interested
firms with more than one office must indicate on their SF 255, the
staffing composition of the office in which the work will be performed.
The contract contains a requirement for firms to provide evidence of
current insurance of $200,000 of errors and omissions per claim.
Participation of Minority-Owned Businesses is encouraged in US Postal
Service Architect-Engineer selections. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
No other general notification for this project will be made. Submission
of SF 254 and SF 255 by USPS mail (Express Mail, Priority Mail, or
First Class) is encouraged. Submissions will not be retained or
