The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the FreeBalance Inc., to provide software and maintenance for free balance foundation and purchasing modules. The contractor shall provide software modules to process budgets for the Government, interface with the Federal Government purchasing information and provide required reports to monitor and track all spending. The system must be fully integrated on a real time basis and check for funds and post transactions on a real time basis. It must run on an Oracle, SQL Server, Solid and Sybase databases and must operate for both Novell and NT networks. The system must provide an immediate drill down to the transaction, on line notes and inbox, as well as an unlimited number of chart of accounts roll ups. Interested firms may identify their capability to respond to the work requirements listed above. The written response must include detailed information as to professional qualifications and relevant expertise/specificallyaddressing organizational/personnel experience. Expressions of interest without sufficient detail to permit evaluation of capabilities will not be considered. Oral expressions of interest will not be considered. This notice of intent is not a request for competitive quotations nor is a Request-for-Quotations solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive simplified acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from the FreeBalance Inc., on a noncompetitive basis for the work described.
