The AICMS integration contract work in this solicitation will support the implementation and life cycle support required to implement AICMS. All facilities/sites must meet Russian security requirements for processing state secrets. The Contractor is responsible for completing all certification support for both hardware and software, acquiring and configuring the remaining required hardware and software for the operational systems, designing and implementing data communications capabilities, finalizing design and fabrication specifications for facility upgrades and acquiring and implementing those upgrades, providing lifecycle support to the Russian Federation Ministry of Defense (MOD) AICMS users to include maintaining and replacing hardware and software, training, update technical documentation, replenishing supplies and consumables, and supporting MOD in their final systems attestation for the AICMS system. The contractor is required to perform these activities in Moscow, Russia and the United Statesto provide direct support and interaction with the primary hardware, software, facility design and modification, data communications, and supply vendors, the MOD, and the Russian certification and security organizations. The Defense Threat Reduction Agency has a requirement for the following tasks. The contractor shall establish subcontract acquisitions to perform security certifications for AICMS software in accordance with MOD and Russian security requirements. The contractor shall establish subcontract acquisitions to perform security inspections and certifications for AICMS hardware in accordance with MOD and Russian security requirements. The contractor shall (propose as an option) provide complete facility designs for MOD's 20 AICMS sites, implement facility modifications based on MOD and DOD approved designs, and ensure facility acceptance in accordance with Russian building code, Russian security requirements and AICMS configuration requirements. The tentative schedule is as follows: Release of Request for Proposal 3 September, Pre-Proposal Conference 22 September, Proposals due 22 October.
