This solicitation is for a commercial repair prepared in accordance with the Federal Regulations (FAR) Part 12 and FAR part 13.5, as supplemented with additional information included in this notice. This solicitation is a Total Small Business Set-Aside in accordance with FAR clause 52.219-06. Provide all labor, material, and equipment to perform engine repairs to Cummins VT-903M Propulsion Unit Diesel Engines including but not limited to the following items: (1) Remove and reinstall cylinder heads and oil pan, (2) Disassemble cylinder block assembly, rocker assembly, camshaft, bushings, accessory drive, heat exchanger, and coolers, (3) Clean and inspect cylinder block components, (4) Renew camshaft, bushings, and associated components, (5) Renew camshaft, (6) Renew cylinder liner and piston assembly, (7) Renew eight cylinder liners and piston assemblies, (8) New connecting rod, (9) Rebuilt Connecting Rod, (10) Reassemble cylinder block, (11) Remove, clean, and inspect cylinder head assemblies, (12) Disassemble, clean, and inspect rocker lever assemblies, (13) Overhaul rocker lever assembly, (14) New cylinder head, (15) Rebuilt cylinder head, (16) Clean and inspect accessory drive and barring mechanism, (17) Renew accessory drive assembly, (18) Renew hose and belt package (19) New fuel injector, (20) Rebuilt Fuel Injector, (21) Clean, test, and calibrate PTG fuel pump, (22) New fuel pump, (23) Rebuilt fuel pump, (24) Remove, inspect, and reinstall turbocharger assembly, (25) Rebuilt turbocharger, (26) Renew lube oil pump, (27) New fresh water pump, (28) Rebuilt fresh water pump, (29) Overhaul fresh water pump, (30) Remove, inspect, and reinstall sea water pump, (31) New sea water pump, (32) Overhaul sea water pump, (33) Overhaul heat exchanger, (34) Clean and inspect lubricating oil cooler, (35) Renew lube oil cooler tube bundles and associated components, (36) Dynaometer test main propulsion unit, (37) Test run main propulsion unit, (38) Remove, inspect, and reinstall a power takeoff assembly, (39) Renew power takeoff assembly, (40) Overhaul power takeoff, (41) Renew marine gear oil cooler and associated components (42) Renew marine gear front seal and associated components, (43) Preserve main propulsion unit, (44) Repair shipping crate, (45) Renew shipping crate, (46) Prepare engine/reduction gear assembly for long-term storage, (47) Reassemble a Cummins VT-903 Engine and associated components without repair. This solicitation shall include a base year and 4 option years for engine repairs. The option years will be exercised at the Government's discretion. Solicitations will be issued on August 9, 1999. The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose conformance to the solicitation will be most advantageous to the Government, price and other factors considered.
