Public Water Systems Within the Exterior Boundaries of Indian
Reservations U.S. EPA Region VIII Background U.S EPA Region VIII has a
timely and critical need to inventory all public water systems (PWS)
within the exterior boundaries of Indian reservations. The purpose of
the inventory is to help with the determination of jurisdiction of
those PWSs. The Region needs additional specific information to
determine the status of many of these water systems in order to make a
determination whether the state or federal government has regulatory
authority over these systems. A PWS may be tribally owned, be held in
trust, or many other combinations. To have an inventory with exact
locations and descriptions derived from the most current maps, and then
update those maps, would greatly enhance future work and resource
planning for the Tribal Direct Implementation Team. This
information/data will also greatly enhance future work in Public Water
System Supervision monitoring as well asState Revolving Fund and
Tribal Set-Aside Program management for states, tribes and EPA. Task
Determination of jurisdiction over public water systems located in
proximity to the Reservations within U.S. EPA's Region VIII will come
from criteria such as land area, pulling information from existing maps
showing information such as fee and trust land, allotted land,
population (specifically tribal members living in a given community),
and other data. Specific investigation will require contact with the
Bureau of Indian Affairs and various state land offices to procure maps
and obtain data. Other information needed from this project includes
latitude/longitude and township/range data for drinking water
facilities located within designated communities (list to be provided
to contractor). Other data, such as tribal population numbers and
demographics for listed communities is needed by Region VIII, and is
expected as a product from this project. The project will begin in the
State of South Dakota, starting withthe Rosebud, Yankton, and
Sisseton-Wahpeton Sioux Tribes. The remaining public water systems
within outer boundary areas of the remaining reservations within the
state will follow. If funding allows, outer boundary PWSs located near
reservations in the North Dakota area will be considered. Reporting
The contractor must prepare and submit to EPA brief (1 or 2 pages)
monthly progress reports. In addition, the contractor will prepare a
final report at the end of the contract year, which summarizes the
findings, list of sources referenced, maps showing locations of PWSs
with latitude/longitude and township/range. Sumbittals can be in hard
copy and, where possible, in electronic form as well. All reports will
be sent to the EPA Tribal Coordinator. Additional Requirements For all
site visits, the contractor will inform his/her contacts that he/she is
a contractor (not EPA employee) who has been hired by EPA to gather
factual data only and not represent EPA in any way. Duration of
Contract The contract will be in place from the award date until
approximately September 30, 2000. Billing The contractor will submit
monthly invoices to EPA, which lists the number of hours and expenses.
All expenses will be itemized. The Qualified Quotations Must Include:
(1) A statement of qualifications which should be brief, but should
include the resumes of the staff who would be completing the SOW tasks.
When listing these qualifications, please identify staff experience in
working with Public Water Systems (PWS), either as a consultant or as
a PWS operator, in surveying and mapping and familiarity with the
geographic area where the project is located.. (2) A statement of
availability, which should note when in the contract year the staff
would be available to conduct these SOW tasks. (3) The fully-loaded
hourly rate(s) of the staff person(s) who would do the work. Under this
contract, billing will be done as hourly rates plus expenses. All
indirect costs and administrative costs must be folded into the hourly
rate. The "expenses" will be those incurred by the field staff while

and is governed by Federal Acquisitions Regulations (FAR) Chapter 13.
