Project Leadville, Colorado Biosolids Pellets Amendment Project
Background and Project Description -- Several locations along the Upper
Arkansas River below the confluence with Californian Gulch and above
the Kobe Gaging Station, have been identified by EPA as having high
concentrations of heavy metals from mine tailings. These areas are
within the flood plain and are phytotoxic. Stream embankments in
several areas are denude of vegetation; essential for stabilization
purposes. Embankments subject to stream erosion release metals (zinc,
lead, cadium, and copper) into the waters of the Upper Arkansas River.
Under the Superfund Removal Program, EPA is conducting a remediation
project involving the use of soil amendments to stabilize areas subject
to erosion. The objective of the project is to prevent the release of
heavy metals into the river by source control. Revegetation of the
stream embankments is a natural by-product of this effort. Further,
EPA's remediation effort consists of adding/incorporating soil
amendments (biosolids and lime) to approximately 10 acres of
contaminated land along the river. Lime will be added for purposes of
raising the pH of the acidic tailings, while biosolids will provide
necessary nutrients essential for plant growth. Application of lime
will not be a part of this solicitation. Biosolids pellets are required
for the areas involved. Biosolids pellets have an additional benefit of
binding the heavy metals into inert salts and taking them out of
solution. An ancillary activity will be the remediation of an
additional 10 acre area with compost and lime. Biosolids Pellets
Specification: For purposes of supplying and incorporating biosolids
pellets for the above project, the following requirements apply:
Material Requirements 1) Shall have a classified as Class A material
with regard to pathogens as specified by 40 CFR 503.32 ; 2) Shall have
a total nitrogen value of 4 percent (%) or above; 3) Shallhave a total
solids concentration above 90 percent (%); 4) Shall have a pollutant
concentration less than Table 3 of 40 CFR 503.13; 5) Shall have a
permit for use in the State of Colorado; 6) Shall provide 1,000 dry
tons and incorporate into project areas. 7) Shall be free of foreign
matter. Contractor/Vendor 1) Shall have land application experience in
the State of Colorado, including managing and applying biosolids
pellets; 2) Shall have biosolids pellets land reclamation experience;
3) Shall have a Public Utilities Corporation License to transport
biosolids pellets: 4) Shall have public relations experience with
sensitive biosolids pellets and other land application/reclamation
programs; Project Duration/Construction Period 1) Provide 1,000 dry
tons of biosolids pellets to staging areas identified by EPA, beginning
August 16, 1999, or a date to be determined to be of mutual benefit to
the government and the successful bidder/vendor; Transportation of the
biosolids pellets shall be at the discretion ofthe vendors; 2) Provide
biosolids pellets incorporation to a depth of twelve (12) inches into
affected contaminated soils as identified by EPA, beginning on August
23, 1999, or a date to be determined to be of mutual benefit to the
government and the successful bidder/vendor. Incorporation shall be
accomplished by means of industrial disk and heavy
agricultural/industrial tractor, or equivalent; 3) Complete all project
activities by September 30, 1999, or a date to be determined to be of
mutual benefit to the government and the successful bidder/vendor.
Method/Basis of Contract Award 1) Award of the proposed work shall be
based on proposed cost plus the ability to comply with EPA and the
State of Colorado regulations regarding the use and application of
