53SBNB960130 IS BEING ISSUED AS A COMBINED ANNOUNCEMENT AND REQUEST FOR
QUOTATIONS (RFQ) USING SIMPLIFIED PROCEDURES. The Contractor will
provide FY 2000 support services to the Federal Laboratory Consortium
(FLC) Mid-Continent (MC) Regional Coordinator (RC). The Contractor will
report functionally to the RC for the MC Region of the FLC, and
contractually to the National Institute of Standards & Technology
(NIST) for the national FLC. Services to be provided under this
Purchase Order include the following Statement of Work: 1. Support
Tasks/Requirements-The following tasks/requirements are indicative of
the type of functions or activities to be supported by the organization
performing under this statement of work. The tasks/requirements
outlined below are not all inclusive, but means to demonstrate the
knowledge, skills, and abilities necessary to carry out the desired
support. a) Outreach Activities -- Promote the movement of technology
from the regional federal laboratories to commercial applications by
promoting technology transfer and the awareness and utilization of the
FLC by State and local government and economic development
organizations within the region. Target industry groups and provide
information about available FLC and laboratory resources to support
technology transfer. Assist in the market pull of specific technologies
and applications by extending federal technology to MC region industry
through hands-on involvement in the commercialization process. The
outreach activities of the region will require continued interaction
with known contacts at various technology transfer agencies throughout
the region and establishment of new contacts or links. The contractor
will continue support for linking the MC States into a broad-based
regional technology transfer network emphasizing the use of available
resources and drawing on successful experiences. These activities will
require considerable staff interaction with both the laboratories
providing support and the businesses being supported. b) Networking --
Maintain close contact with other regional service providers and other
State and local economic development intermediaries. Maintain close
contact with other regional service providers such as the laboratories
and their technology transfer focal points through the Office of
Research and Technology Applications (ORTA) at the laboratories. Keep
networks informed of FLC activities and look for opportunities for
partnering. c) Publicity -- Demonstrate the technology transfer
successes being achieved by the MC region laboratories by publishing
their accomplishments in regional and national newsletters, news
articles and via electronic media. Work with local laboratory public
affairs offices to obtain and publicize technology advances, licensing
opportunities and technology transfer successes. Publicize national
and local special projects to the customer base. d) Conferences and
Meetings -- Assist in setting up regional meetings to include working
the agenda, contacting speakers, contracting with trainers, advertising
and promoting registration. Make arrangements with appropriate hotels
and laboratories for meeting room and physical arrangements. Assure
timely payment of bills and accounting of funds. Provide minutes and
action items to the regional laboratory representatives and other
network representatives in a timely manner and follow-up to assure
completion. Support presentations and displays at regional meetings and
other outreach conferences such as Small Business Innovation Research
conferences. e) Electronic Commerce -- Provide the interface between
the regional laboratory representatives, the MC Regional Office and the
FLC world wide web page. Provide timely updates for all regional home
page information, success stories, publicity and technology
opportunities. Provide ownership of problem statements generated from
the web which may have application to the region's capabilities.
Interact with all electronic clients to assure follow-up actions are
completed and connections with laboratory resources are made. f)
Partnering -- Search for possible partners to leverage laboratory
research and development. Create and facilitate teaming arrangements
between laboratory and industry partners leading to the
commercialization of federally developed technology. Provide other
partnership intermediaries in the MC region with technology teaming
needs of the laboratories. g) Financial Management -- Provide for the
financial management of funds associated with MC Region FLC activities.
Assure host institution has mechanisms for the timely disbursements of
funds for paying bills associated with conferences and other
activities. Provide process for handling registration fees associated
with conference activities. Insure institutional process for accurate
and timely billing associated with the support contract. h) Special
Projects -- Provide for the administration and coordination of special
projects in the region. Maintain coordination with national focal
points for national FLC projects. Maintain correspondence and files
associated with projects. i) Administrative Support -- Provide
administrative support for the RC and Deputy Regional Coordinator.
Maintain correspondence and files associated with MC Region FLC
activities. Maintain e-mail correspondence. Maintain the laboratory
focal point list for all MC Region laboratories. Provide administrative
support for the FLC Chair. The work load shall be divided approximately
50% for support to the FLC Chair and 50% to the MC Regional FLC
activities. 2. Reports -- In conjunction with the invoice submitted to
the RC for approval of payment for services on a monthly basis, the
contractor shall submit an activity report. Contractor format is
allowable for the monthly activity report, but the report should
contain all pertinent activities, action, action items or
recommendations to outline to the RC what major activities have
occurred. 3. Travel -- Travel to support regional activities will be
required. Support personnel should expect to travel to at least (but
not limited to) one national one regional FLC meeting per year, several
coordination meetings with the RC and several trips to support regional
activities and workshops. FOB Destination: Mid-Continent Region RC,
Kansas City MO. And FLC Chair, Jefferson, AR. Period of Performance: 12
Month period beginning on or about October 1, 1999 and two additional
(2) twelve month Option Periods. The Government will award a Firm Fixed
Price Purchase Order resulting from this solicitation to the
responsible offeror whose quotation conforming to the solicitation will
be the most advantageous to the Government, price and other factors
considered. The following factors will be used to evaluate the
Quotation: (1) Business Approach and Capabilities (2) Past Performance
(3) Price. Business Approach and Capabilities and Past Performance
when combined are significantly more important than price. The
Applicable Standard Industrial Classification Code is 7389 with the
