The Center for Mental Health Services/SAMHSA through the Program Support Center, General Acquisitions Branch, plans to award a sole source simplified acquisition to, the American Psychological Association. The period of performance is 1 year. The responsibilities assigned to Center for Mental Health Services by the Public Health Service Act include evaluating the organization and financing of care of mental health service systems. The Office of Managed Care (OMH) serves as the Center's lead for the direction and coordination of activities involving the organization and financing of mental health service, including managed care. These activities include data collection and analysis, cost estimation, services evaluation, cost-effectiveness analysis, policy assessment, and technical assistance. The contractor shall assist OMC in the area of technical assistance for providers and assessment of information needs related to managed care and MH insurance coverage. The contractor shall identify the information needs of MH providers related to parity and MH insurance coverage. Review CMHS and SAMHSA activities related to these needs. Develop and implement a plan for disseminating information from CHMS or related sources that will address these needs. Provide recommendations to OMC regarding projects related to insurance coverage that will meet needs not currently covered by existing information. Due to the need to access SAMHSA files and interview SAMHSA staff, the contractor will be required to work on site to complete some of the tasks. The anticipated award date is August 23, 1999.
