COMMERCE BUSINESS DAILY ISSUE OF AUGUST 3,1999 PSA#2401EARLY INDUSTRY INVOLVMENT MEETING ON EXCHANGE OF T56-A7B ENGINES FOR
T56-A15 ENGINES, KELLY AFB, TX 24-27 AUGUES 1999 This announcement is
to invite interested companies to an early Industry Involvement meeting
focusing on an Air Force program to exchange stored T56-A7B Engines and
Power Sections for serviceable T56-A15 engines. The approximate number
of T56-A15 Engines required is 55. These T56-A15 engines will include
all modules and accessories with no quick engine change (QEC) kites
(basic engines). These Basic Engines will have zero-timed power
sections and overhauled reduction gear boxes and torquemeters. The Air
Force exhange material will include T56-7 basic engines, power
sections and turbine modules. Funding is available for the purchase and
installation of -7 to -15 modification kits. The number of power
sections to be exchanged and the cost of the modification kits will be
part of the evaluation facts for award of the resulting contract. The
purpose of this meeting is to establish contact with industry
representatives to discuss issues, answer questions and refine the
exchange program for solicitation. A portion of the exchange materiel
held at Kelly AFB will be made available for review. Contractors are
responsible for providing any equipment necessary to meet their
required level of review. Conpressor/Turbine inspection ports will be
opened. The meeting will be held in San Antonio, Texas at Kelly AFB,
Building 171, Room 723, 485 Quentin Roosevelt Road and will start at
0900, Tuesday, 24 August 1999. Pre-registration is required for

prior to the Industry Meeting will be incorporated into the meeting.
Accomodations are the responsibility of each Contractor. Due to limited
seating, participations will be limited to two (2) representatives per
organization. Recommend one technical and on business representative.
Should the number of interested participants exceed the capacity of
the room and to ensure an effective interchange the Government reserves
the right to restrict the number of industry participants. Minutes will
be prepared and provided. The Government reminds indusry that this
Exchange Program initiative is solely a "market research" initiative at
this time. Nothing said or implied during the early industry
involvement meeting or the RFI process in general shall be construed to
commit the Government to any further action or particular course of
action on this initiative. Furthermore, nothing said or implied during
this process shall in any way obligate the Government to contract with
or otherwise enter into any agreement with any particular industry
participant or participants. Any actions taken by an inudstry
participant, or any resources expended by an industry participant as a
result of these discussions or the RFI process, are solely at the risk
and expense of the participant. The Government shall not be liable of
