SYNOPSIS/SOLICITATION IN CBD MEDICAL MANAGEMENT EDUCATION SERVICES --
VISN 22 SOLICITATION NO. RFQ 600-111-99 This is a combined
synopsis/solicitation for commercial services prepared in accordance
with subparts in the Federal Acquisition Regulation 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only Request for Quotes; quotes are being
requested and a written RFQ will not be issued. This RFQ document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-12. The Government intends to procure a quality
training program focused on preparing physicians and clinical personnel
to possess leadership competencies, in this RFQ No. 600-111-99, from
the American College of Physician Executives on a sole-source basis
(SIC 8299), under the authority of FAR 6.302. The American College of
Physician Executives is accredited by the Accreditation Council for
Continuing Medical Education to sponsor continuing medical education
for physicians. The 4-1/2 day training, to be scheduled during the
period of September 20-24, 1999, shall address the topics specified
below. Day 1: Systems Approach to Health and Medical Care -- explain
general systems theory, recognize system models, identify advantages
and disadvantages of systems theory, explain the evolution of a
physician's career, state the three evolutionary stages of American
healthcare, compare and contrast the old paradigm of healthcare with
the new paradigm of healthcare, identify ways the future will impact
the physician, describe the characteristics of a winning organization,
discuss the role of a physician manager as an interface professional.
Day 2: The Economics of Health Care and Organizations -- discuss the
types of resource allocations in healthcare, relate how healthcare
resource consumption is affected by growth and U.S. politics, identify
the sources of U.S. healthcare financing, describe the effect of
health insurance on healthcare financing, state factors causing the
uninsured population, explain cost concepts, use break-even analysis as
a management tool, compare and contrast accounting and finance,
identify types of management decisions requiring finance input, apply
managerial finance techniques. Day 3: The New Environment of Regulated
Competition -- relate the market based approach to planning, define
marketing, understand the relevancy of marketing on a fee-for-service
environment vs. a managed care environment, understand the nature of
relationship marketing strategies, delineate how patients and
physicians make choices among organizations, apply the four P's of
marketing strategy to healthcare, understand the role of branding for
healthcare organizations. Day 4: The Physician As A Manager -- identify
Theory X and Theory Y behaviors, contrast the role of a manager and
clinician, analyze their interpersonal needs in the areas of inclusion,
control and affection, discuss the range of behaviors from autocratic
to democratic, analyze their productive and counterproductive behavior,
explain the five types of decision making and the appropriate setting
and time to use each, use the six step sequence to decision making. Day
5: Management Skills for Physician Managers -- explain the continuum
concept of the decision making process, discuss the behavior and
structure approaches to meetings, describe the effect of size on group
dynamics, determine which type of meeting to utilize in any given
situation, use the nominal group process. Contractor shall propose
pricing on a per participant basis: $_________/participant. All travel,
meal or incidental expenses shall be included in the firm fixed-price
quote per student. The maximum number of participants is 100. The
Contractor shall furnish all training course materials, overhead
slides, handouts, lecture materials, etc. Additionally, if the
Contractor intends on using a computerized PowerPoint presentation, the
Contractor shall provide the necessary software, disks, and laptop
computer necessary to support the presentation. The Government will
provide the training site, to be located in the Southern California
area. If specifically identified and requested in the Contractor's
quote, the Government will provide an overhead projector, audio/visual
equipment, PowerPoint presentation projection capability and any
special room arrangement (i.e. seating, tables, etc.) Along with
pricing information, the Contractor shall submit the following for
approval by the Government: course syllabus and resumes of instructors.
The Contractor agrees that no changes to the course syllabus nor
substitution of instructor personnel shall be made without prior
approval by the Contracting Officer or the Contracting Officer's
Technical Representative (COTR). The syllabus will include the course
content and methodology as it relates to meeting the requirements.
Resumes of identified instructors shall include experience, expertise,
education, background and any unique skills or qualifications.
Contractor shall submit a completed copy of representations and
certifications at FAR 52.212-3, Offeror Representations and

not a request for competitive quotes. However, interested vendors may
identify their interest and capability to respond to the requirements
specified herein or submit quotes. All quotes received prior to the
response date of this notice will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. Quotes shall be submitted no later than 4:00 p.m., local
