U.S. Army Corps of Engineers, Portland District (CENWP) intends to
award a contract for partial repair of the north breakwater, at
approximately 200 lineal feet of 2350 foot breakwater, in the East
Astoria Boat Basin, Astoria, Oregon. Options are included in the
contract for repair of up to 1000 lineal feet of breakwater. The
Astoria East Boat Basin is located along the southern shore of the
Columbia River between river mile 15 and 16 and the East Boat Basin
lies between 33rd and 39th streets in Astoria. The East Boat Basin
contains a water area of about 45 acres. The existing structures
protecting the basin include two rubble mound breakwaters at the west
entrance (west breakwaters), one rubble mound breakwater at the east
entrance (east breakwater) and a sand-filled, double-walled sheetpile
structure which fronts the river as the north breakwater. This
construction project entails repair of the breakwater, which consists
of dredging approximately 8364 cubic yards at the base of the existing
structure to remove the existing toe rock and overlying sediment.
Options are included in the contract for dredging at the base of the
existing structure to remove an additional 41207 cubic yards of
existing toe rock and overlying sediment. The dredged toe rock will be
placed temporarily on a barge or to one side of the structure. New
government-furnished sheetpiles will be driven approximately 5 feet
outside of the structure, completely surrounding the entire 200 lineal
feet of breakwater. Sand/gravel fill will be placed between the new
and old sheetpiles, new tie-rods spaced at 7 foot centers and walers
will be installed at elevation 4.0' MLLW or above, and new toe rock
will be replaced at the toe. The dredged toe rock will then be replaced
up against the new toe rock. The dredged sediments will be disposed of
in the flow lane. The tops of the existing sheetpiles will be cut off
to allow for the eventual placement of a new road surface between the
new sheetpiles. The new sheetpile will be terminated at
elevation17.5'. The sheetpile is expected to consist of the market
equivalent of PZ 40 sheets. This procurement is open to both large and
small businesses, the size standard for which is a concern with annual
gross receipts not in excess of 17 million dollars. The estimated cost
range for the construction project is between $1,000,000. and
$5,000,000.00. The Invitation for Bid will be available on CD ROM on or
about 7 September 1999. Tentative bid opening will be 7 October 1999.
