NAVAIR intends to negotiate the proposed contract on a sole source basis with Raytheon Systems Company, Naval and Maritime Systems, Newport, RI. Raytheon's proposed approach to TTWCS is proprietary. Therefore, only Raytheon has the technical expertise, understanding of the Raytheon proposed TTWCS system architecture, and access to Raytheon proprietary data necessary to perform the required effort.
