The United States Special Operations Command intends to extend the period of performance for the Multi-Mission Advanced Tactical Terminal (MATT) production contract MDA911-93-C-0008 with AlliedSignal Inc, Baltimore, MD through 30 Sept 2004 without an increase in the original contract quantities. The contract extension is being implemented in order to procure a quantity of up to 266 MATT systems, spare parts and IBS Retrofit Kits necessary to complete on going aircraft installations and to provide interim logistics support. Actual quantities procured will depend on the time required to transition to production of the Joint Tactical Terminal(JTT), the airborne variant of JTT, which is form, fit, and function compatible with the MATT system. This action will be accomplished under the authority of 10 U.S.C. 2304 (c) (1) and FAR 6.302-2 since procuring a quantity of highly sophisticated, complex, microminaturized, aircraft qualified, satellite communications terminals would result in a substantial duplication of cost to the government that is not expected to be recovered through competition, and acceptable delays would be incurred in fulfilling Special Operations Forces requirements.
