Corbitt, M.J.CORBITT@larc.nasa.gov. NASA/LaRC plans to issue a Request
for Proposal (RFP) for a modification for a NASA-Owned Rockwell
Collins Airborne Doppler Radar Receiver/Transmitter to Produce a
Research Radar System Capable of Computer Controlled Waveform and
Incident and Quadrature Data Recording. This action directly supports
data collection from the Mobile Doppler Radar Facility and the NASA
B-757 Flight Test facility with minimal effort. It will allow
researchers to simulate various radar configurations and evaluate their
effectiveness for specific phenomena on NASA developed algorithms. The
NASA-owned Rockwell Collins weather radar system is comprised of
several electronic boxes, an antenna pointing device, and a flat plate
antenna. One of these electronic units, a receiver/transmitter, must
be replaced with a unit capable of being programmed to simulate many
different radar designs so that research can be conducted to verify
optimal data extraction from both the electronic system design and the
computational scheme. It is important that the equipment to be
acquired be of flight qualified nature as it is expected to be
experimentally operated from the NASA B-757 aircraft for research
purposes. NASA/LaRC intends to purchase the items from Rockwell Collins
Air Transport Systems, 400 Collins Road, N. E., Cedar Rapids, Iowa
52498-3161 under the authority of 10 U.S.C 2304 ( c )(1) Only One
Responsible Source, and no other type of supplies or services will
satisfy agency requirements. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. See Note 22. An
Ombudsman has been appointed. See Internet Note "B". Interested firms
have 15 days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Firm date for receipt of offers will be stated in the
RFP. All qualified responsible sources may submit an offer which shall
