The Bureau of Reclamation has a requirement for emergency evacuation chairs having a descent-speed governing mechanism, are capable of safely carrying a minimum of 300 pounds, have passenger restraints, remain stable on stairs and flat surfaces, have a weight capacity safety margin of 1.5 times its rated capacity, and be designed with a 1 to 2 weight ratio so that one person can operate and easily transfer the passenger into and out-of the chair safely.
