for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a separate written solicitation will
not be issued. Solicitation number N00244-99-R-0241 applies and is
issued as a Request for Proposal. This procurement calls for brand name
or equal; all responsible sources may submit an offer. This
solicitation document, incorporated provisions and clauses, are those
in effect through Federal Acquisition Circular 97-13 and Defense
Acquisition Change Notice 19990722. The standard industrial code is
3663 and the business size standard is 750 employees. Requirement is
for HF Radio Set, Harris Model No. RF-1140B-03 or equal, Qty 2 EA.
Anticipate FFP, w/delivery and FOB to Cieba, Puerto Rico. Inspection
and acceptance destination. Time of delivery: 120 dys after effective
date of contract. Pursuant to the terms of the clause "Brand Name or
Equal", 252.211-7003, the following requirement indicate the quality
and characteristics of products that will be satisfactory: GENERAL
REQUIREMENTS: The HF Radio Set shall be suited for very high
performance fixed, transportable, or shipboard applications and shall
consist of an Exciter, Power Amplifier, and Power Supply (Harris
RF-1140B Series 1 kW HF-ISB Transmitter or equivalent). It shall have
the following salient characteristics: Frequency range of 1.6 to
29.9999 MHz in 10 MHz increments. 100-channel capacity, capable of
being loaded locally or remotely with complete exciter parameters as
follows: USB (J3E, A3J or R3E, A3A); CW (A1A, A1); LSB (JE3, A3J or
R3E, A3A); MCW (R2A, A2A); ISB (B8E, A3B) 2 channel; AME (H3E, A3H);
FSK (F1B, F1); FM (F3E, F3) Internally selectable FSK shifts at 85,
170, 425 and 850 Hz. Min power output 1 kW PEP and adjustable to -- 50
dB in 1 dB increments for antenna ratio </= 3:1. Sideband
characteristics </= 3 dB from 300 to 3000 Hz with Link II-compliant
delay distortion. Min intermodulation distortion of 36 dB Min below
PEP. Min sideband suppression of -60 dB. Min harmonic suppression of
-55 dB. Min spurious suppression of -75 dB. Must be stable and fully
protected for all VSWR conditions. Min memory tune of 850 milliseconds
with a Min learn tune time of 2.2 seconds and a Max 6.0 seconds.
Environmental Requirements -- Min operating temperature between -10 and
+55 C. Min operating humidity between 0 to 95%. Power Requirements --
Power range requirement of 180 to 264 VAC, 47 to 63 Hz single phase.
Max power consumption of 4900 Watts. Physical Dimensions
Requirements-Must conform with the dimensions listed: Height</=50
inches; Width</= 22 inches; Depth</=30 inches; Weight requirement
of no more than 320 lb. The above salient characteristics represent the
Min technical requirements of the Government. Offerors responding to
this announcement are required to specify offering Brand Name, Model
Number and Manufacturer. Products must be YEAR 2000 compliant. Navy
Acquisition Procedure Supplement clause 5252.246-9401, Standard
Commercial Warranty applies. Also, offerors shall provide all
information contained in FAR Clause 52.212-1, Instructions to
Offerors-Commercial Items. Offerors are required to complete/ include
a copy of following provisions w/proposal: FAR 52.212-3, Offeror
Representation and Certifications-Commercial Items; DFARS Clause
252.212-7000, Offeror Representations and Certifications-Commercial
Items; and addendum clause DFARS 252.225-7006, Buy American Act-Trade
Agreements- Balance of Payments Program Certificate. FAR 52.212-4,
Contract Terms and Conditions Commercial Items, applies as well as the
following addendum clauses: FAR 52.247-34, F.O.B. Destination. The
clause at 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, applies w/following
applicable clauses for para (b): FAR 52.203-6, Restrictions on
Subcontractor Sales to the Government-Alt I; 52.219-8, Utilization of

Veterans of the Vietnam Era. DFARS 252.204-7004, Required Central
Contractor Registration applies and DFARS 252.212-7001, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items, applies with
the following clauses applicable for para (b): DFARS 252.225-7012,
Preference for Certain Domestic Commodities; DFARS 252.243-7002,
Certification of Requests for Equitable Adjustment; and DFARS
252.247-7024, Notification of Transportation of Supplies by Sea. Any
contract awarded as a result of this solicitation will be a DO rated
order certified for national defense use under the Defense Priorities
and Allocations System. The provision at 52.212-2,
Evaluation-Commercial Items, applies to this acquisition. Ability to
meet both technical capability and the ability to meet the required
delivery schedule represent Min criteria for acceptable award. Failure
to meet these two criteria shall render the offer technically
unacceptable and not considered for award. Offeror's commercial product
brochures and/or technical information submitted shall be used to make
a determination of whether the offeror meets the technical capability
requirements. Offerors shall provide information that clearly
demonstrates ability to meet technical requirements. Ability to meet
the stated required delivery schedule shall be demonstrated by the
offeror's submission of a signed offer which has not taken exception to
the required delivery schedule. The Government intends to make a single
award to the responsible offeror whose offer meets the Min criteria at
the lowest price. The Min criteria is the salient characteristics and
the ability to meet the required delivery schedule. Sealed offers in
original and 1 copy must be received no later than 3:00 p.m., local
time, 2 September 99. Offers sent via US Postal Service should be
mailed to Fleet and Industrial Supply Center, Seal Beach Det., Bid
Officer (Code 280), 800 Seal Beach Blvd, Bldg. 239, Seal Beach, CA
90740-5000. All offers not sent through the US mail will be considered
to be hand carried and direct delivered. Hand carried offers must be
delivered directly to Bid Officer in Bldg. 239. Direct delivery of
offers is only possible during weekdays, excluding federal holidays,
