combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). ONE (1)
TURBOMOLECULAR PUMP (TMP) SYSTEM WITH THE FOLLOWING SPECIFICATIONS:
PUMP SYSTEM to include: -220 1/S (N2) Hybrid TMP; -Inlet Screen; -Vent
Valve; -Controller and Cable; -Cooling Fan. GAUGE SYSTEM to include:
-Vacuum ION gauge for high vacuum inlet & pirani; -Pirani gauge for
monitoring foreline pressure, especially during rough cycle;
-Controller that monitors all three gauge heads; -Set-points for system
control; -Cables. HARDWARE to include: -All stainless steel hardware
configured for rough either through the TMP or directly through the
inlet to the chanber; -Inlet reduced to NW40 for attachment to
chamber(s); -Valves (electromagnetic actuation, spring to close for
power failure, bellows operation, SS); 1. NW40 Inlet Valve, 2. NW40
Rough Valve, 3. NW16 Foreline Valve. ROUGH PUMP to include: -18CFM
Primary Pump; -Scroll mechanism for completely "DRY" pump performance;
-Power requirements = 208 VAC, 20A Minimum; FRAME to include: -Heavey
duty, open style welded frame, MILE Steel; -Heavy Duty Casters, 2
rigid, 2 swivel, with brakes; -Powder coated finish; -Rack Mount for
controllers; -Power Distribution for all components; -Approx. Size,
36"H x 30"D x 24"W; -Aluminum table top with hole for NW40 inlet port
towards rear of cart; CONTROLLER to include: -Power coated chassis with
silkscreened panel characters; -"MIMIC" style vacuum schematic = 1.
Displays system status at all times; 2. Provides manual or automatic
pump functions; 3. All valves close with power failure; 4. Provide
interlocks (Auto Mode Only)= -Rough pressure must be crossover before
inlet valve can open; -Foreline pressure cannot exceed maximum
tolerable fore-pressure, if so; -Primary pump will cycle between rough
and foreline until crossover is attained during bypass rough mode, or;
-TMP will turn on only when crossover pressure is attained during rough
through the TMP mode= 1. Manual Mode provides all valve and pump
control (power distribution); 2. Front panel also controls TMP
Controller functions. The provisions and clauses in the RFQ are those
in effect through FAC 97-12. The SIC code and the small business size
standard for this procurement are 3829 and 500, respectively. The
quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery shall be
FOB Destination. State number of days ARO for delivery to GSFC. The
DPAS rating for this procurement is DO-09. Quotations for the items(s)
described above are due by 4:30 PM EST, August 25, 1999 and may be
mailed or faxed to POINT OF CONTACT LISTED BELOW;Include, solicitation
number, FOB destination to GSFC, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:
http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation.
Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

52.212-4 is applicable. FAR 52.212-5 is applicable and the following
identified clauses are incorporated by reference. FAR 52.222-26; FAR
52-222-35; FAR 52.222-36; FAR 52.222-37; and FAR 52.225-3. Questions
regarding this acquisition must be submitted in writing no later than
August 18, 1999. Selection and award will be made (on an aggregate
basis) to the lowest priced, technically acceptable quoter. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement. Quoters must provide copies
of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
