odca.acf@amb-wash.fr. This is an invitation for bid by the French
Government for the provision of a buoyant wire antenna system for the
French Navy submarines, with interfaces definition analysis related to
installation on board. The system requested will be integrated on SSN
and SSBN submarines. It should allow to receive VLF, LF, MF and HF
signals when diving. The equipment is a full and modified system and
will be provided with corresponding installation and integration
documentation (electronics, mechanics, antenna). As a result of this
announcement regarding the provision of a full buoyant antenna system
integrating interfaces definition analysis related to installation on
board, and after the opening of all received proposals, next step will
be for the French Government to pass one to two so-called "Definition
contracts" with up to five selected firm(s) in accordance with the
article 108 dispositions of the Code des Marches Publics (CMP) .
Following to the "Definition contracts", a "Serial contract" will be
passed in accordance with the dispositions of CMP article 104 II 3.
Interested companies must submit the following information for
evaluation to the French Government in response to this Commerce
Business Daily announcement.1)Interested companies will have to submit
the "DC.5.E" and "DC.6" forms which will be provided upon written
request to Madame LEMOINE, DSA/SPN/GP/AEC ; 8, Boulevard Victor ; 00303
ARMEES -- FRANCE. Also, the Applicant must declare not having being
sued for any violation against Labor laws. The submission of these
forms is mandatory for Applicant evaluation.2)Information on the
capability to handle an adaptation study for turning an already
existing and qualified equipment into requested equipment.3)All
relevant information validating Applicant qualifications, capabilities
and know-how in concerned field, especially regarding Quality
certifications and the maintenance of the requested equipment
system.4)To answer this solicitation, the access to Classified
information requires a Confidential Defense Habilitation of people in
charge. Applications will be evaluated upon above requested and
submitted elements. Interested companies are requested to submit a
written response by the 15th of September 1999. All applications must
be submitted in French language. Bids are also wished to be submitted
in EURO currency. Applications will be addressed in a double-enveloppe
