Polar-orbiting Operational Environmental Satellite System (NPOESS)
Integrated Program Office (IPO) plans to issue a Request for Proposal
(RFP) for NPOESS Program Definition and Risk Reduction (PDRR) on or
about 20 AUGUST 1999. NPOESS will replace the National Oceanic and
Atmospheric Administration's Polar-orbiting Operational Satellites
(POES) and the Air Force's Defense Meteorological Satellite Program
(DMSP), and will provide a single national polar operational
remote-sensing capability for global and regional environmental data
for use by military and civil communities. These data will include
radiometric observations of the atmosphere and cloud cover imagery as
well as other specialized atmospheric, environmental, climatic,
terrestrial, oceanographic, and solar-geophysical data. Raw data
records (RDRs), sensor data records (SDRs), and environmental data
records (EDRs) will be distributed for use by military and civil
operational communities. The IPO fully contemplates that the firm(s)
awarded contract(s) resulting from the subject RFP (for Phase I program
definition and risk reduction) will be prepared to submit offers for
any Phase II/III acquisition (Engineering and Manufacturing
Development/Production) which might be conducted in the future.
Standard Industrial Classification Code 8731 applies. The RFP will not
be released in a paper format, but will be placed in the NPOESS
electronic library at http://npoesslib.ipo.noaa.gov. All parties
interested in receiving a copy of the RFP may obtain it from that site.
Interested parties desiring a notice when the release occurs or when
related information is posted in the NPOESS electronic library may send
an e-mail address to the contracting officer at jinman@ipo.noaa.gov,
who will send out an e-mail notice on the day of posting advising
parties to visit the library. The RFP includes CLIN 0001 -- Program
Definition (including (1) System Requirements Review and System
Functional Review on a total system basis; and (2) Interim Design
Review on a total system basis but including Preliminary Design Review
maturity on the Information Data Processing and
Command/Communications/Control components supporting the joint IPO/NASA
NPOESS Preparatory Project (NPP)) Dec 1999-Mar2002. CLIN 0002 -- data
and Reports associated w/CLIN 0001 and CLIN 0003. CLIN 0003 -- Special
Studies for over-and-above efforts as directed by the Government. CLIN
0004 -- reserved. CLIN 0005 -- Option CLIN -- Preliminary Design (an
option to continue to Preliminary Design Review on a total system
basis) Apr 2002 -- Dec 2002. CLIN 0006 -- data and reports for CLIN
0005. All responsible sources may submit a proposal which will be
considered by the Government. Both paper and electronic proposals will
be required, as will be outlined in the RFP. An updated draft RFP is
available in the NPOESS electronic library -- all prospective offers
should carefully review this draft. Potential offerors may direct

jinman@ipo.noaa.gov. An Ombudsman has been appointed to address
concerns from potential offerors during the proposal development phase
of this acquisition. The Ombudsman does not diminish the authority of
the program director of the contracting officer, but communicates
contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
