The National Institute of Standards and Technology (NIST), Atomic Physics Division intends to negotiate on a sole source basis with Svetlana Kotochigova, 5318 Crestedge Lane, Rockville, MD 20853 for programming assistance in relativistic molecular structure calculations for trapped atom physics. This requirement is for a twelve month period of performance. FOB Destination. No solicitation package will be issued. A Request for Quotation (RFQ) will be issued to Ms. Kotochigova. The Contractor is the only individual capable of performing this service because she already has experience in applying relativistic molecular structure codes to the metastable noble gas and alklai metal systems. There are very few relativistic molecular structure codes in the world, and Ms. Kotochigova's specific expertise is unique. It would not be possible for another individual to achieve this degree of expertise in the one year time frame required for the completion of this contract.
