notifying industry of an anticipated requirement for Contractor
Logistics Support (CLS) for the USMC KC-130J aircraft variant during
fiscal year 2001 with options for support up to fiscal year 2005.
NAVAIR is currently finalizing its requirement and determining its
final acquisition strategy to meet its anticipated contractor logistics
support needs. Once this is done, a formal notification of the
Governments' intent will be made through another notice via the
Commerce Business Daily (CBD). Anticipated release date for this
notification is expected no later than 15 October 1999. Unless
otherwise stated herein, no additional written information is
available, and no formal request for proposal (RFP) or other
solicitation regarding this announcement is currently available.
Requests for the same will be disregarded. II. GENERAL INFORMATION:
NAVAIR is determining its acquisition strategy for the procurement of
contractor logistics support for the USMC KC-130J aircraft variant.
NAVAIR is querying industry to determine whether there are contractors
who are certified to perform complete Integrated Logistics Support
(ILS) to maintain operational availability of the following major
aircraft components: 1) KC-130J airframe variant; 2) AE2100D3 engines;
and, 3) R391 propeller system. Industry is notified that the
Government does not currently have access to the technical data
packages for any of the aircraft components mentioned above. Provided
for interested parties are the addresses and telephone number for the

+44 (0)1452 716001. The anticipated CLS requirement is for
approximately five (5) to seven (7) KC-130J derivative aircraft by
fiscal year 2001 plus an additional forty (40) to fifty (50) KC-130J
derivative aircraft needing support throughout the contract performance
period. It is anticipated that these aircraft during the contract
period will be located at up to three (3) military bases, located
inside the Continental United States and outside the Continental United
States. In general, the CLS needs include maintenance/logistics support
wherein a Contractor provides all maintenance and material support
needs to maintain the KC-130J to maximum operational availability.
Respondents who can substantiate their claims that they are certified
to perform complete ILS for the major aircraft components mentioned
above may provide a three page brief description of their capabilities,
experiences, and history to Mr. Michael R. Powell-Salas at the e-mail
address provided below. The Government is under no obligation to
contact any of the respondents concerning their submission. III. AREAS
OF INTEREST: NAVAIR intends to use Non-Government personnel in support
of the Government program effort for the USMC KC-130J Contractor
Logistics Support program. Non-Government personnel may have the need
to access industry data in order to support the Government. Therefore,
before an award of a contract(s) there may be a need for the solicited
companies to enter non-disclosure agreements with these individual's
companies. IV. CONTRACT TYPE: Hybrid. Anticipated contract(s) may
include Fixed Price, Time and Material, and Cost-reimbursable CLINs. It
is anticipated that the contract(s) requirement will be for a base year
with four options for one (1) year each. The estimated price range for
the anticipated effort for the base year and including options is
within fifty (50) million to one hundred fifty (150) million U.S.
dollars. The Standard Industrial Classification (SIC) code for the
supplies and services anticipated needed herein is 8711 -- "Engineering
Services (Military and Aerospace Equipment and Military Weapons)" with
the small business size standard of $20 million. IMPORTANT ADDITIONAL
INFORMATION FOR INTERESTED PARTIES: Once NAVAIR finalizes its
requirements and contracting method for the subject effort, a
prerequisite for receiving a contract award will be registration in the
DODs Central Contractor Registration (CCR) database. For more

1-888-227-2423. There is no commitment by the Government to issue a
solicitation, make an award or awards, or to be responsible for any
monies expended by any interested parties before award of a contract(s)
for the effort mentioned above. As stated previously, once a final
requirement is defined and the appropriate acquisition strategy is
determined, a formal notification of the Government's intent will be
made through another CBD notice. Information provided herein is subject
