Tank-automotive and Armaments Command (TACOM) is soliciting offers for
the Program Integration Contractor (PIC) for the USMC Light Armored
Vehicle (LAV) Service Life Extension Program (SLEP). This effort will
incorporate improvements to over-age vehicles to extend the service
life of the LAV fleet. The PIC shall be responsible for development and
delivery of SLEP-upgraded LAVs that meet the requirements of the
contract Purchase Description. The Government will award the LAV SLEP
PIC contract based on full and open competition. There will be a formal
source selection with trade-off procedures resulting in the award of
one contract that provides the best value to the Government. This
program will be conducted in two Phases. Phase I requires delivery of
5 prototype SLEP-upgraded LAV vehicles. Phae II includes four one-year
options for production application of SLEP upgrades to the LAV fleet.
This Executive Summary provides an overview of the LAV SLEP program,
as well as specific information on the SLEP PIC contract. a. Program
Overview: The LAV SLEP is designed to ensure that the LAV Family of
Vehicles (FOV) continues to provide the USMC Commanders with a highly
mobile, survivable and reliable combat system to conduct
reconnaissance, security, economy of force, and limited offensive and
defense missions through 2015. The LAV SLEP will do this by improving
LAV survivability, sustainability, lethality, and mobility; and
reducing operations and support costs. Approximately 30 candidate SLEP
component upgrades have been identified. The candidate list has been
weighted to indicate the relative importance of each item. Some
upgrades are "mandatory" and must be included in the SLEP contract,
while others are "optional" and may be included in the SLEP contract if
proposed by the offeror and found to be afforadable. The upgrade
candidate list is in Section M of the Solicitation. In addition, the
offeror may propose for Government consideration additional upgrades
not on the list that are intended to reduce Operation & Support (O&S)
costs. The Government's objective is to complete the SLEP within the
available funding and incorporate as many of the "optional" upgrades
into the final product as possible. Funding available for this contract

An Inspection and Repair on as Necessary (IROAN) program for the LAV
FOV is being performed at the US Marine Corps Logistics Bases
(MARCORLOGBASES) depots in Albany, GA and Barstow, CA. The LAV SLEP and
IROAN efforts will be running concurrently, and will need to be
coordinated by the Contractor and Depot(s) to minimize cost and impact
on readiness. Coordination requirements for both Phases of the
contract are addressed in Section C. Subcontracting with the
MARCORLOGBASE Depots will not be considered, however Offerors may
propose shifting some SLEP R&D and/or production phase work to the
Depots. In this event, the Government will add an adjustment factor to
the offeror's production ceiling price(s) for evaluation purposes,
representing an estimate of the cost for the increased IROAN effort.
The offeror may also propose use of Depot facilities or equipment in
its SLEP effort. If so, the offeror is responsible for any
use/modification costs, and must include these in the cost proposal.
Estimate Depot facilities/equipment use charges are available to
offerors willing to sign a Non-Disclosure Agreement. The contract shall
also include requirements for development of Logistics documentation,
including supplemental information for operator and maintenance
manuals, provisioning data, and configuration management data. The
contractor shall also provide services, such as training and support
for Government testing (personnel and parts). The contractor is
required to pass through all commercial warranties provided by vendors.
Vehicle delivery schedule: In Phase I, the five prototype SLEP-upgraded
vehicles are to be delivered 12months after contract award. See Section
H of the solicitation for Phase II option exercise periods and Section
F for option delivery requirements. b. Evaluation/Source Selection:
Formal source selection trade-off procedures will be used to select the
LAV SLEP PIC. A Source Selection Evaluation Board will be established
by the Government to evaluate proposals submitted in response to the
RFP. Each offeror will be evaluated against stated requirements suing
specific evaluation criteria set forth in Section M of the
solicitation. There are 3 evaluation areas: Technical, Cost and
Production/Management. The offeror's proposed cost/price (including
production option ceiling prices) shall not exceed the funds available.
One of the key elements of the program is a "Cost As an Independent
Variable (CAIV). The offeror will be required to submit a CAIV plan
identifying how it intends to meet the contract CAIV requirements.
Early submission of Past Performance information is requested in
Section L, to facilitate Government review and evaluation. This
