Systems Command draft solicitation for production of "Nulka" MK 53
Decoy Launching System (DLS) Modification Kits. Each kit consists of a
Decoy Launch Processor, Processor Power Supplies, Launcher Assemblies,
Junction Boxes, and a Breakout Box. In addition, Installation and
Check-out Kits, Cable Assemblies and production engineering and
technical services for the Program Executive Office, Theater Surface
Combatants will be procured. The procurement consists of a base
requirement of between eight and 12 kits plus a maximum of four option
years of similar requirements. Delivery will be at the rate of one kit
per month with the first delivery 14 months after contract award. A
pre-bidders conference will be held on 24 August 1999 at NAVSEA
Headquarters in Crystal City. This is a follow-on procurement. The
incumbent is Sippican, Inc. under contract N00024-98-C-5408. This
procurement is limited to small businesses. Offerors should possess
experience in the production of the same or products of similar
complexity. The MK 53 DLS is a deck mounted, mortar type,
countermeasure system designed to dispense a variety of anti-ship
missile decoys. The main focus of the MK 53 is to launch the MK 234
Electronic Decoy Cartridge (EDC). The major components of the MK 53 DLS
are: Decoy Launch Processor; Bridge Launcher Control units; Processor
Power Supply units; MK 137 Launchers; and MK 5 MOD 4 Ready Service
Lockers. The MK 53 DLS Modification Kit consists of: the newly designed
Decoy Launch Processor (DLP), MK 24 MOD 2; Processor Power Supply
(PPS); and the Decoy Launcher Modification Kit. The DLP MK 24 MOD 2
consists of the hardware and software necessary for proper decoy
selection and programming in response to inputs from the AN/SLQ-32A(V)
Display and Control Console (DCC). The DLP accepts threat data, threat
bearing, and firing commands from the AN/SLQ-32A(V) DCC via a direct
RS-232-D interface. Ship environmental, motion and speed data are
provided to the DLP via multiple synchro channels direct from the
ship's Interior Communications (IC) switchboard. The DLP selects the
proper decoy and generates messages to the specific Processor Power
Supply (PPS) in order to initiate decoy launch. The DLP also develops
and provides commands to fly a trajectory optimized for the threat and
provides monitoring and control of the MK 53 DLS and decoy engagement
status to the AN/SLQ-32A(V) EWS. Electrical power requirements are 115
VAC RMS, 3.5 amps, single phase 60 hertz 10 hertz ships service power.
The PPS provides the electrical and data interface between the DLP and
the launcher, and power to initiate decoy launch. There is a PPS
associated with each launcher. The PPS is located below deck in the
vicinity (within 60 feet) of the launcher. Interface with the DLP is
via multiple RS 422 channels, and analog lines. Electrical power
requirements for each PPS are 115 VAC RMS, 11 amps, single phase 60
hertz 10 hertz ships service power. There are six PPS per ship. [All
six of the current power supplies will be replaced.] The Decoy Launcher
Modification kit consists of a dual canister configuration for
launching MK 234 EDC (four of the six MK137s launchers will be
modified). The approximate size of this decoy launch canister is
12"x24"x94" plus supporting hardware. During installation of the
system, this kit will be mounted piggyback onto an existing MK 137
Launcher or will be mounted on a MK 137 Launcher foundation as a
standalone Launcher. Electrical power requirement is 28 VDC, supplied
through the PPS. Details are contained in draft Solicitation
N00024-99-R-5468 which is estimated to be posted on the INTERNET/WORLD
WIDE WEB (WEB) on August 3, 1999. A limited number of hard copies will
