IAS21WG intends to acquire by having fabricated a total of eleven (11) lightweight hellfire launcher strongbacks consisting of five (5) production shipsets and one (1) test article which shall be used to validate fabrication procedures and ensure the strength of the unit. The articles shall be fabricated in accordance with drawings provided by IAS21WG. The strongback shall consist of several multi-layer composite panels held together by adhesive: an upper and lower faceplate, two side channels, two end channels, and four rail clevises. Some of the parts require molds which are available and can be provided to the successful offeror. The interior of the strongback contains Rohacell foam spacers to separate the panels. Each composite panel shall be fabricated using a balanced symmetrical layup of IM7 plain-weave fiber prepreg cloth or equivalent, in a 250 degrees F cure resin. The finished strongback shall be able to support a 3375 pound load in the fore/aft direction nine inches below the fore/aft clevis centerline. This represents a missile hangfire through the line where one of the two launch rails would be located. If material substitutions are necessary, the following design conditions shall be assumed: a. 0/90 Cloth Fiber Properties: E1=E2=12 Msi, G12=1 Msi, Poisson's Ratio 12=21=0.25 b. Film Adhesive Properties: Fs >2000 psi c. Spacer Material: Fc=128 psi, Fs=114 psi, E=9950 psi, G=2990 psi d. 0/90: Q11=Q22=12.8 MSI Q12=3.2 MSI Q66=1 MSI Q16=Q26=0 e. plus or minus 45: Q11=Q22=9.0 MSI Q12=7.0 MSI Q66=4.8 MSI Q16=Q26=0 The launcher itself consists of two launch rails, two support lugs, a connector junction box, and the composite strongback.
