General Services Administration, Federal Supply Service, Automotive
Division, will issue a new standing open solicitation for Aerial Lift
Vehicles, Vehicular Equipment and Accessories, Vehicular Bodies, Steel
Storage Shelves for Automotive Parts, Construction and Highway
Maintenance Equipment, Attachments for Construction, Snow and highway
Maintenance Equipment, and Firefighting and Waste Disposal Vehicles.
The new Schedule is titled FSC Group 23, Section V, Vehicular Multiple
Award Schedule (VMAS) and the new solicitation will issue on or about
August 23, 1999. The new schedule will consolidate the following eight
(8) Multiple Award Schedules: 23-I-A, 23-II, 25-I-A, 25-II-B, 25-III-C,
38-I-A, 38-II-B, and 42-IV. The new Schedule will retain several
current Special Item Numbers, include new SINs, and delete other SINs.
The resultant contracts will be indefinite delivery, indefinite
quantity (IDIQ). Offerors shall respond with two hard copies of their
proposals. FAX proposals, renewals, or modifications, or FAX
withdrawals of proposals, renewals, or modifications are not permitted
and will be disregarded if received. Products which are not commercial
items in accordance with FAR 2.101 are excluded from the solicitation.
Offerors are advised that this solicitation is a "standing"
solicitation which will remain in effect until replaced by an updated
solicitation. There is no closing date for receipt of offers under this
solicitation; therefore, offers may be submitted for consideration at
any time. Contracts awarded under this standing solicitation for the
FSC Group 23, Part V -- Vehicular Multiple Award Schedule (VMAS), will
have variable contract periods; i.e., the schedule period will be
continuous, with contracts in effect for five years (exclusive of any
options) from the date of award. The Government will award contracts
for identical brand name items when offers are determined to be fair
and reasonable to the Government. The solicitation incorporates the new
commercial acquisition policies, provisions, and clauses in FAR Part
12, Acquisition of Commercial Items, and the final rule, published as
GSAR Change 76, regarding acquisitions under the Multiple Award
