This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is solicitation number
99T4277 and is a request for quotation (RFQ). This solicitatiion
document and incorporated provisions and clauses are those in effect
through Federal Acqusition Circular 97-13. This is a total Small
Business set aside. The standard industrial classification code is 3589
and the small business size standard is 500 employees or less. Oregon
Air National Guard requires (1EA) submerged growth media system to
retain microorganisms in an aerated deicing pond. Media shall allow
retained biomass to remain aerobic and not produce sludge from the
dying and sloughing off of dead anaerobic microorganisms. Media shall
not develop an anaerobic fixed film. Media shall not require ongoing or
periodic maintenance. Media shall retain enough attached microorganisms
under flow velocties up to 1 foot per second to regenerate growth
without addition of more microorgnaisms. Media shall be attached to
panels of 3/4" schedule 40 welded aluminum pipe 16' 4" (L) X 7' 2" (H)
for installation in a pond with ability to stay automatically
submerged during changes in pond level without maintenance. No external
power source shall be requuired to keep growth media automatically
submerged during changes in pond level from a low of 2' to a high of
9'. Panels shall have suitable flotation to keep from sinking and to
insure uniform positioning. Panels shall be constructed to insure they
lean in the same direction with the rise and fall of water level. Each
panel shall be mounted to three anchor concrete pier blocks with a
stainless steel, maintenance free, hinge system. 112 panels to support
a minimum of 440 pounds attached biomass in total are required for
installation in a double row of 56 panels each to fit a flat bottom
pond 200' (L) X 35' (W). Evaluation of quotations will be based on low
price only. The Federal Acusition Regulation (FAR) provision at
52.212-3, Offeror Representations and Certifications -- Commercial
items, is applicable and must be submitted with your quotation. FAR
clause 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition and has no addenda attached. FAR clause
52-212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders -- Commercial Items, applies to this acqusition and
includes additional FAR clauses 52.222-21, 52.222-26, 52.222-35,
52.222-36, 52.222-37, and 52.225-3. Quotations are due no later than 30
August 1999 at 2:00PM PST at Oregon Air National Guard, Base
