USDA, ARS intends to solicit and negotiate with only one source, Campbell Scientific, Inc., to provide 3 Bowen Ratio Energy Balance Systems. These systems will be used to measure actual evapotranspiration from areas consisting of different soils and crops that are currently being measured. Data collected by an EBBRS include incoming radiation, net radiation, vapor pressure, rainfall, soil heat flux, soil moisture, and wind direction and speed. These units must be compatible and provide consistent data values to units currently being used. The complete system includes the software for the energy balance analysis which will be run on an existing computer. No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 15 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis ofoffers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Campbell Scientific Inc., without further notice.
