The Rock Island Arsenal intends to purchase support to provide for a "Book of Deals." This informational package shall consist of identification and summary of a minimum of 26 public-private partnership efforts between government, industry, academia, and/or communities which resulted in increased production workload or offset facility infrastructure costs, to include specific benefits achieved and identification of the statutes or regulations relied on by the governmental entity as authority for the establishment of the partnership efforts. A copy of each agreement shall be provided in the package. A formal training session covering the information shall be conducted for up to 50 Rock Island Arsenal employees. A project manager shall be assigned to interface directly with the Rock Island Arsenal COR and staff. The project manager will conduct monthly in-process reviews and also provide informal updates as needed. This purchase will be conducted on a sole source basis to Pendulum Management Company. This office believes only Pendulum Management Company can provide the support required due to their familiarity with Rock Island Arsenal, and other governmental and commercial entities. If no written affirmative responses are received by FAX at (309)782-6727 to the effect that a comparable source is available with five days after publication of this synopsis, the Government will negotiate a fixed price contract with Pendulum Management Company.
