The Naval Air Warfare Center Aircraft Division, Lakehurst (NAWCADLKE)
is interested in receiving proposals (technical and cost) for
development and prototyping of an Oxygen Regulator Test Set. These test
sets are to be used to conduct functional checks, tests and maintenance
on aviator breathing oxygen regulators. Responses to this BAA will be
accepted at the procurement office during the six month period from the
date of this announcement, however, submission within 30 days of this
announcement is strongly encouraged. The oxygen regulator test set will
be used to perform all required tests and maintenance on aviators
breathing oxygen regulators. The desired set will be capable of testing
100% oxygen, diluter demand and positive pressure oxygen regulators.
Features desired in the test set include: 1) Compact design and
portability for shipboard use, 2) Latest technology in automated test
functions, digital displays, and vacuum pumps, 3) Option to conduct
tests undegraded in manual mode, 4) EMI hardened, 5) Test chamber sized
to accommodate all USN O2 Regulators, including the CRU-103 Navy Combat
Edge regulator, and 6) Accurate measurement of altitude, outlet flow,
oxygen concentration (% O2), regulator outlet pressure, leakage flow,
relief valve test and flow/suction test. The test set should operate
between 0 and 50,000 feet test altitude. Electrical service should be
120 VAC single phase, 60 Hz. Proposals shall consist of two separate
documents. Volume I should provide the technical proposal and Volume II
should address cost. Proposals will be evaluated as they are received.
The merit of the proposals shall be determined based on the following
criteria in order of importance: (1) design features and soundness of
approach, (2) use of COTS, (3) risk of design and (4) realism of
proposed cost. The merit of the proposal will be evaluated in relation
to the proposed cost and availability of funds. Contractors shall
submit five (5) copies of their proposal. Technical proposals should be
limited to twenty pages. Volume II shall include a one-page cost and
fee summary, and detailed cost breakdowns of labor hours by labor
category, material by vendor quotes and purchase history, travel,
computer and other direct and indirect costs. The cost of preparation
of the response to this BAA is not considered an allowable direct
charge to the resulting contract or any other contract. The point of

Offerors may contact these individuals, at any time, for clarification
of technical/contractual issues and cost response format. Offerors are
cautioned that only contracting officers are legally authorized to
commit the Government. Contract type will be a firm fixed price
completion or cost reimbursement. Contract type will depend on the
nature of the offer received and the Government's cost/benefit of the
proposed work and available funding. Several awards may be made based
on availability of funds.All proposals submitted under this
announcement shall be considered government property. No formal
