United States Army Tank-automotive and Armaments Command (TACOM) is
currently planning the acquisition of propulsion engineering support
for military and commercial ground, water, rail, and air systems and
supporting components. Propulsion system components include all types
of engines, drive trains, final drives, air cleaners, cooling systems,
intake and exhaust systems, control systems, propulsion electrical
systems, axles, gearboxes, braking systems, steering systems, auxiliary
power units, propeller shafts, couplings, differentials, torque
converters, fuel cells, batteries, electric motors, generators, and
electric drive system controls. The propulsion systems and components
include both Government and commercial items with output power in the
5 to 6,000 horsepower range. We expect to release the solicitation for
this procurement in the first quarter of Fiscal Year 2000 (October
through December 1999), and this market survey is the first step toward
the targeted solicitation release. We envision using a
Cost-Plus-Fixed-Fee type contract lasting five years (a base year, plus
four option years), with an estimated value of $19 Million. To assess
the suitability of the user requirements, we invite you to participate
in this market survey by examining the draft Statement of Work (SOW)
and completing the attached questionnaire at
http://www.tacom.army.mil/ssn/sources.htm. The information gathered in
this survey may contribute to the decision as to how to approach this
acquisition. Therefore, we request you carefully review the enclosed
documentation. You should then determine the extent to which your firm
is capable of providing the requested services and your interest in
participating in this effort. Finally, please furnish your response to
the enclosed market survey. Any supplemental information or commercial
literature describing the performance, human factors, engineering,
safety, supportability, quality or other information not specifically
requested in the questionnaire would also be useful. All portions of
these enclosures are subject to change at any time, are in no way
binding on the Government and are not to be considered as final,
established requirements. These enclosures are furnished for
information purposes only with the understanding that the Government is
under no obligation of any kind to proceed with an acquisition in any
way related to or based upon the data set forth in these enclosures.
The Government is not requesting any interested or potential suppliers
to incur any expenses of any kind in connection with their review of
the enclosures or their response to this survey. Nothing contained
herein should be regarded as a bases upon which to seek payment,
reimbursement or other consideration from the Government. This letter
is not intended as a solicitation of any proposal and submissions of an
"unsolicited proposal" based on subject enclosures will not be given
