Service, Harpers Ferry Center, is soliciting proposals for Y2K
telephone system replacement and upgrade for telephone systems for the
Harpers Ferry Center complex. An optional requirement for on-site
maintenance for a five year period will be included. System replacement
and upgrade will be as follows: Northern Telecom Meridian SL-1 to a
Northern Telecom Meridian Option 61C, and a Northern Telecom Option 11
to Northern Telecom Option 11C. Reconditioned components are not
acceptable and will not be considered. This synopsis is issued under
Part 12, Acquisition of Commercial Items, of the Federal Acquisition
Regulations (FAR) -- Request for Proposal Number RP111699039. This
acquisition will be conducted under the Simplified Acquisition
Procedures authorized in Part 12 as set forth in Subpart 13.5. It will
be a "Brand Name or Equal" solicitation. Unless clearly marked, the
offered item(s) shall be considered as the brand name product(s) set
forth in the solicitation. The successful Contractor will be required
to provide all labor, new materials, hardware, software, design,
engineering, equipment configuration, installation, cut-over,
programming, and on-site training for replacement and upgrade in two
separate facilities. The Contractor will be asked to provide optional
pricing for on-site maintenance for a five year period. The Contractor
must have the capability to provide on-site repair during the warranty
and maintenance period within four hours of a trouble call. The
Solicitation with specifications will be issued on August 16, 1999. A
cost proposal, past performance references, and confirmation that
engineering and installation of the system can be completed within the
identified cut over date, will be due on or before September 14, 1999.
For firms selected into the Competitive Range, an oral presentation
will be required. Oral presentations are planned for September 20 and
21, 1999. You will be required to present information to an evaluation
panel specifically in the areas that will be used for the purpose of
final selection. The following factors will be used to evaluate the
oral presentation: (a) Past Performance, with extensive and
demonstrated experience installing Northern Telecom Systems equipment
equivalent to this size and complexity; (b) Qualifications of personnel
proposed with experience in installing Northern Telecom equipment; (c)
ability to engineer and install the system within critical deadlines;
and (d) contract price. Notification of the exact time and specific
date for your oral presentation will be September 15, 1999. The
Government anticipates award of a firm-fixed-price Contract on
September 30, 1999. Delivery and installation requirements will be
identified in the solicitation documents. On September 1, 1999, at
10:00 a.m., a site visit and pre-proposal conference will be held.

facilities and existing equipment will be conducted and questions
regarding the solicitation document will be answered at that time. The
