Requesting SOW & Capability, dkraus@ipo.noaa.gov. This is a Request for
Information (RFI), for information or planning purposes, in accordance
with the FAR Clause 52.215-3. All interested, capable, and responsible
offerors that wish to respond to this RFI are encouraged to follow
these procedures: (1) Request a copy of the draft SOW and staffing/task
matrix from the issuing office by sending an e-mail using internet
protocol to the Contracting Officer at: dkraus@ipo.noaa.gov; (2)
complete the staffing/task matrix as a way of demonstrating your
capability and understanding of the proposed requirement; (3) identify
any proposed team participants; and (4) submit the completed document
with SOW comments, related past performance background (three
references of recent and relevant background-capability), and budgetary
cost estimates to the designated recipient. On the basis of your
response the Government will evaluate the respondents' capability to
perform this effort; the extent of potential competition; the estimated
budgetary cost of this proposed effort; and determine whether changes
should be made to the SOW or the acquisition strategy. No award can be
made from your response(s), and the responses will be handled as
business/technical proprietary data. This effort is currently under
multiple Air Force-contracts with the Harris Corporation, of Omaha, NE.
Primary satellite ground station operational responsibility for the
Defense Meteorological Satellite Program (DMSP) was recently
transferred to the National Oceanic and Atmospheric Administration.
This transfer of responsibility brought about the migration of contract
management for the ground systems engineering and depot support
contracts to the NPOESS/Integrated Program Office in Silver Spring, MD.
Five (5) support areas will be covered by this SOW requirement: (I)
Hardware Component Supply, Repair, Test, Maintenance, and Technical
Support; (II) Ground Systems Engineering for Inter-Segment Interfaces;
(III) Sustaining Engineering, Independent Test Analyses and Problem
Isolation; (IV) Creating/modifyingTechnical Documentation for DMSP C3
Operations; and (V) DMSP Component and Operational Systems
Modification. It is estimated that a dedicated core staff of six (6)
experienced personnel will be matrixed across the above task areas,
with up to 2 additional staff to supplement tasks on an ad hoc basis.
The Contracting officer will first establish that a bona fide need
exists before a final RFP is released. This solicitation is being
conducted in accordance with Public Law 103-355. The information being
solicited is expressed as a statement of need for a commercial
item/services, as outlined in FAR 12.202. The specifications describing
the required commercial services will be set forth through the process
described in FAR subpart 11.2. The Government may use streamlined
procedures, IAW FAR 12.603. If you have any questions you may contact
