The request for noncompetitive selection was based on FAR clause 6.302-I, one responsible source, no other supplier or service would satisfy agency requirements without causing unacceptable delay and duplication of cost in collecting data already available in the database at MTSI. MTSI will provide program management and technical programmatic support related to ITB integrated guidance and assessment system.
