Substance Abuse Treatment (CSAT), a Center under SAMHSA, will award a
three year contract with two option years for "State Health Care Reform
Technical Assistance and Knowledge Synthesis and Dissemination". This
is a 100% Small Business Set Aside under SIC 8742. This project will
assist States as they attempt to develop managed care programs which
include substance abuse and mental health services. As health care
reform efforts have moved from the Federal to the State level, many
States remain in need of information regarding effective models of care
and methods of implementing statewide systems. This project will
include: (1) providing planning and training seminars for State
officials to address Managed care issues; (2) providing a technical
assistance (TA) team to bring TA and consultation services to State AOD
officials and SAPT Block Grant treatment providers, sometimes on short
notice, to address issues of funding including Medicaid, SAPT Block
Grant funds, and State dollars; methods of establishing unit costs,
capitation, and contracting for managed care; (3) disseminating
knowledge gained from project activities to State AOD directors;
providers, and others, in order to aid in development of effective
managed care programs; (4) assisting States in setting priorities and
identifying goals for their substance abuse treatment programs as well
as establishing outcome measures and monitoring systems which relate
to State and National healthcare goals. This project will enhance the
States' capacity for developing and managing effective systems for
funding and delivering substance abuse treatment services in a managed
care environment. Offerors must demonstrate the capability to develop
and execute a comprehensive systems planning, implementation and
reporting approach to the tasks of the project. Experience in knowledge
development and dissemination, and the provision and monitoring of
technical assistance and training within health care delivery systems
are considered essential. The estimated date for issuance of this RFP
is September 1, 1999 with responses due approximately October 29, 1999.
This solicitation may be obtained in either of two ways; by mail or may
be picked up in person at 5515 Security Lane, Suite 640, Rockville, MD
20852. A third way to obtain the solicitation is electronically at the
SAMHSA web site: http://www.samhsa.gov [see Contracts]. Files will not
be made available on the Web Site until after the estimated issuance
date. Once downloaded, you should determine if you have a continuing
interest in the RFP. If so, you must either write to the address above
for copies of amendments to the RFP (if any) sent to you by mail or
check the Web Site regularly for amendments which will also be posted
there and can be downloaded electronically. You may choose either
