Standards and Technology (NIST) synopsis for Solicitation No.
52SBNB9C1066 indicating the agency's intent to negotiate on a sole
source basis with Dr. Eldar Zulfugarzade of Gaithersburg, Maryland, is
amended to include the following additional information: (A) Each
period of performance is approximately one-man year of work (2,080
hours). (B) The required services shall support the following three
programs: (1) Implementation of cooperative programs involving
NIST/Technology Services under the NIST Memorandum of Understanding
with GOSSTANDART on technical cooperation in standards and metrology
(identifying possible cooperative activities, responding to GOSSTANDART
requests for information and cooperation, identifying interested
parties, maintaining documentation, etc.). (2) Implementation of the
NIST/SABIT Standards Program, under which NIST/OSS plans and carries
out three two-week sector-specific workshops annually for technical and
regulatory experts from Russia and the Newly Independent States. NIST
selects participants for each workshop in consultation with SABIT
staff, develops workshop agenda, etc. The Contractor shall provide
input on sectoral focus, institutions and experts in Russia to be
targeted, review applications, assist with workshop agenda content and
technical facilitation during orientation sessions, and facilitate
one-on-one meetings between participants and NIST or outside scientists
during each workshop. (3) NIST has responsibility for co-chairmanship
of the U.S. -- Russia Standards Working Group, under the Business
Development Committee of the Gore-Stepashin Commission, which involves
at least one plenary meeting annually, and interim communications with
GOSSTANDART, which chairs for Russia. The Contractor shall assist in
developing plenary agendas and work in between plenary sessions to
facilitate U.S. Government and private sector contacts with relevant
GOSSTANDART officials. (C) The Contractor shall be responsible for
identifying relevant Russian laws, decress, regulations and amendments
that deal with standards, testing, and certification of imported
products. This identified information is provided to the public through
the BISNIS web site at the Department of Commerce. In addition, the
Contractor shall advise U.S. exporters on specific issues. (D) As
stated in the original synopsis, the Contractor shall translate and
provide weekly reports to the Office of Standards Services (OSS),
Global Standards Program (GSP) Chief. Sample weekly report documents
may be requested from the POC identified above via telephone
(301-975-6492), e-mail (julie.liu@nist.gov) or facsimile
(301-963-7732). The proposed contract action is for services for which
the Government intends to solicit and negotiate with only one source
under the authority of FAR 6.302-1. This notice of intent is not a
request for competitive proposals. However, all proposals received
within 45 days after date of publication of the original notice will be
considered by the Government. A determination by the Government not to
compete this proposed action based upon responses to the notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. Written responses shall
contain sufficient documentation to establish a bona fide capability to
fulfill the requirement. A solicitation is not available. See NOTE 26
