A -- A -- EFFECTS RESEARCH MODELING AND ASSESSMENT (ERMA) 17.A -- INTRODUCTION:The Air Force Research Laboratory (AFRL) contemplates issuing Program Research and Development Announcement (PRDA) number DE99-05 to obtain innovative research and development and engineering efforts for Effects Research Modeling and Assessment (ERMA). Funds are neither currently available nor reserved for this effort, and the government cannot provide assurance that the PRDA will be issued. This announcement is intended to give interested parties notice that this effort is being considered, provide information concerning the anticipated requirements of this effort, and to identify government points of contact (POCs). This announcement is for informational purposes only, and should not be construed as a Request for Proposals (RFP), call for White Papers, or as assurance that this requirement will remain valid. The thrust of this activity is to conduct satellite system/subsystem and component demonstration/validation experimentation. 2) Airborne Laser Technologies: The thrust of this effort is to assess the effectiveness of the ABL weapon concepts against various engagement scenarios and adjunct missions. 3) Space-based Laser Technologies: The thrust of this effort is to assess the effectiveness of the SBL weapon concepts against various engagement scenarios and adjunct missions. 4) Special Projects. This effort will provide distinct specialized products. These products may include unique diagnostic methods and approaches to testing and analyzing target assets. C -- ADDITIONAL INFORMATION: (1) Should the subject PRDA be approved for issuance, a CBD notice will be published in approximately 4-6 weeks. The following information is provided for informational purposes only, and is subject to change. (a) The estimated value of this effort is $24.8 million for 5 years. The government anticipates awarding one or more Indefinite Delivery/Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF) type contracts under PRDA DE99-05. (b) The government will use a two-step PRDA process. The first step requires submission of a White Paper not to exceed 40 pages (10 pages maximum per each task area). During the second step, the government will identify White Papers, which merit further consideration and request a Contractor Statement of Work (CSOW) from these firms. Following evaluation of all submissions, the government will enter negotiations with selected firms. Additional information and instructions regarding White Papers will be provided in the subsequent CBD notice to be issued pending approval of this requirement. (c) Foreign firms will not be permitted to participate as prime contractors in this procurement. (2) An Ombudsman has been appointed to hear concerns from offerors or potential offerors, primarily during the proposal development phase of this competitive, negotiated acquisition. The purpose of the Ombudsman is not to diminish the authority of the Project Officer or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel in the pre-proposal phase of competitive, negotiated acquisitions. Before contacting the Ombudsman, potential offerors should first communicate with the Contracting Officer.
